Description
The Public Works Department is accepting applications for the position of Associate Civil Engineer or Assistant Engineer for Public Works Construction within the Engineering Division. The ideal candidate will possess a bachelor's degree in Civil Engineering and be registered as a Professional Engineer (PE) in the State of California or have an Engineer-in-Training (EIT) certificate with the willingness to obtain a PE license.
Knowledge and experience with following is desirable:
Capital project delivery
Civil engineering and construction practices of transportation, municipal and land development projects
Experience with AutoCAD Civil 3D software
Experience as a engineer/project manager for public works construction projects including but not limited to; all underground utility projects, roadway replacement projects, sidewalks, ADA enhancement projects, crosswalks, traffic signal replacements, bridge replacements, treatment plants, pedestrian/bikeway enhancement projects and city parks projects
Associate Civil Engineer:Under direction, as the Professional Engineer (PE) in charge of work performs professional engineering transportation and municipal engineering work for the planning, design, and construction contract administration for capital projects and for the Development Services and Municipal Services Departments. As PE of record provides supervision of Assistant Engineers, Engineering Technicians and other engineering staff. This classification is distinguished from that of the Assistant Engineer in that this classification requires professional registration.
Assistant Engineer:Under direction of a registered civil engineer, performs transportation and municipal engineering work for the planning, design, and construction contract administration for capital projects and for the Development Services and Municipal Services Departments. This classification is distinguished from that of the Associate Civil Engineer in that this classification requires fewer years of experience, and does not require registration as a professional engineer by the State.

Associate Civil Engineer:
Be PE for design and preparation of plans utilizing AutoCAD Civil 3D design software for capital improvement projects.
Perform complex and technical engineering design calculations.
Prepare engineering reports, specifications and cost estimates for capital improvement projects.
Advise contractors, consulting engineers, and property owners/developers of regulations and codes related to the construction of improvements.
Prepares oral and/or written reports for City Council, staff and management as appropriate.
Select and manage consultant professional services contracts.
Advise contractors, consulting engineers, and property owners/developers of regulations and codes related to the construction of improvements.
Administer/Supervise construction projects, conducts field inspections of projects to ensure contract enforcement, prepares oral and/or written reports for staff and management as appropriate.

Assistant Engineer:

Qualifications we're looking for
Associate Civil Engineer:
Knowledge of:
Methods, materials and techniques used in the construction of public works, and municipal services projects.
City engineering policies and procedures.
The application of computer programs to solve complex engineering problems.
Familiarity with federal funding sources including FHWA, FAA, and Caltrans Local Assistance Procedures is desirable.
Ability to:
Perform complex civil engineering work involving responsibility for major development services, and municipal services projects from design through completion.
Make complex engineering calculations utilizing both calculator and personal computer programs.
Perform technical research and prepare detailed engineering studies and reports.
Utilize AutoCAD Civil 3D for design and the preparation of contract plans.
Education, Experience & Special Requirements:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
Typical education would include a Bachelor's Degree in Civil Engineering from an accredited college, university, or equivalent.
Typical experience would include five years of progressively responsible, relevant experience using civil engineering principles.
Possession of the appropriate valid California driver's license, or the ability to acquire one within ten days of appointment.
Registration as a professional engineer by the State of California or in another state that has reciprocity, and must obtain California registration within one year of employment.

Assistant Engineer:
Knowledge of:

Ability to:
Perform complex engineering work, make complex engineering computations.
Read and accurately interpret plans, specifications and other pertinent data, and compare them with construction in progress.

Utilize AutoCAD Civil 3D for design and the preparation of contract plans.
Education & Experience:

Selection Process:

Passing of a pre-employment medical exam and drug and alcohol screening test
Veteran's Credit:
Applicants who attach a copy of the DD-214 to their application indicating "Honorable Discharge" from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term for employees.
Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System .
Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans:
Available for interested employees.
Union Dues:
Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
