As a Civil Engineer, you will serve as the focal point for enlisting and coordinating consultants, contractors, and specialists as necessary, you will also Develop and implement a civil inspection program to ensure the structural integrity and reliability of civil assets, with a focus on plant civil assets and jetty.

What’s the role? 

  • Act as a champion for structural integrity to achieve Best-In-Class site performance.
  • Proactively contribute to the enhancement of maintenance and plant reliability for production.
  • Ensure the technical integrity of assets and achieve top-tier levels of maintained availability and facility utilization.
  • Participate in Root Cause Analysis and casual learning for significant civil engineering issues.
  • Verify compliance of all assets with statutory obligations, Engineering Codes of Practice, Shell Design and Engineering Practices, and SMDS Engineering Practice Standard.
  • Support the site's Reliability Management Framework (RMF) to ensure sustainable top-tier performance through proactive use of the Civil Integrity Management System (WIMS/Shell RCM/Shell RBI).
  • Adhere to Life-Saving Rules, report/intervene in any unsafe behavior or conditions, and ensure compliance with relevant HSSE and Shell DEP requirements.
  • Ensure daily civil engineering activities, including general civil structural work, refractory, insulation, coating, painting, scaffolding, and lifting, meet HSSE and Shell Group standards.
  • Investigate civil/structural engineering defects or failures and associate them with specific manufacturing, construction, or operating histories.
  •  Lead or contribute to technical studies, audits, safety investigations, Continuous Improvement (CI) projects, and other business-mandated tasks or activities.
  • Oversee HSSE performance on-site, taking direct responsibility for Civil staff, including Shell and contractor personnel, by supervising and conducting HSSE-related activities.
  • Manage the section's budget effectively, identifying and realizing opportunities for cost efficiency and improvements.
  • Ensure the engineering and execution of major repairs and plant change projects are completed on time and within budget, adhering to Shell's technical and safety standards, as well as Malaysian laws, while maintaining civil plant assets, off-plot areas, and the Jetty (including refractory and insulation)..
  •  Oversee and safeguard the SCE barriers, including Performance Standards, as the custodian of SCE barriers SI001, SI002, SI004, SI006, PS002, PS006.
  • Update and apply Inspection and Maintenance Practices through SAP to enhance the Maintenance program.
  • Formulate strategies and action plans, and develop business cases using a risk-based approach to address infrastructure and other civil issues.
  • Maintain control processes by setting quality assurance/control standards, overseeing maintenance development for all civil assets, implementing change control, capturing lessons learned, and managing reviews.
  • Maintain the Engineering Vision and Purpose, bolstering competency development, training, and management of Civil section staff and contractors.
  • Provide leadership for the Civil section, actively participating in governance and communication, aligning with the SMDS Vision/Mission/Purpose, and contributing to the four pillars of SMDS Vision: Goal Zero, People, Reliability, and Cost.
  • Perform special projects or duties as assigned by the Civil Manager.

Health and Safety

  • Ensure Safe Production processes and structures are in place, supported, and audited so that day-to-day tasks and activities of the Production shifts are managed and executed with consistency and with a focus on process safety, integrity, and operational excellence.
  • Champion the Process Safety Fundamentals for Production Operations and supports management of the Asset Integrity- Process Safety mission and KPIs for Production
  • Ensure all HSSE risk assessments and operational processes are properly and rigorously used.
  • Lead by example with a deep strong commitment to our values, code of conduct, safety, and the environment.
  • Manage the integrity of Civil/Structural equipment and Safety Critical Elements (SCEs) under a preventative maintenance program to ensure they function as barriers to Major Accident Hazards.
  • Steward implementation and continuous improvement of AMS-MEC through Civil/Structural equipment care strategies and management plans.
  • Ensure that operations requirements and lessons learned are fed into the design for new capital and brownfield projects to improve safety, and reliability and reduce capital and maintenance costs.

What do we need from you?

  • Graduate degree in Civil or Structural Engineering.
  • BEM registration ; Chartered Engineer status is advantageous.
  • Minimum of 10 years relevant experience in civil engineering design and construction.
  • Experience in an oil refinery or petrochemical plant environment, with at least 5 years as a Discipline Engineer in a Brownfield Project Environment.
  • Experience collaborating with Engineering Contractors during the FEED and Detailed Design Phases.
  • Solid understanding and experience in applying and interpreting various international Civil Structural design standards (BS/EUR codes); familiarity with Shell DEP requirements is beneficial.
  • Senior or Lead Civil/Structural engineering design, construction, and asset integrity experience in the Onshore Oil & Gas industry, including LNG tanks and marine structures (jetties, mooring systems).
  • Experience in the management of technical documentation and systems.
  • Knowledge in archiving technical drawings/documents, and understanding of design engineering functions, practices, and procedures.
  • Ability to provide effective engineering solutions to projects.
  • Previous competency assessment equivalent to TA3 for Civil Engineering.
  • Proven experience in providing assurance and inspection of Lifting and Hoisting.
  • Expected to act as an L&H SME and TA3 in Civil Engineering.
  • May occasionally be required to work during weekends in a plant to provide necessary support.
