Title: Commissioning Control System and Instrument Specialist
Start Date: Negotiable (typically within 1 month notice)
Duration: 31 Dec 2027 – Extendable (36 Months)
Location: Qatar Onshore
Working Schedule:
- Work hours per day: 10 hrs/day
- Workdays per Week: 6 days/week
- Workday per Month: 26 days/month
Work Location/Assignment Type: Qatar Onshore (90% Onshore, 10% Offshore)
Minimum Qualifications and experience required:
- Engineering degree in Control System or bachelor’s degree with minimum 15 years’ experience.
- Minimum of 15 years of total experiences with at least 8 years demonstrated as commissioning experience in major capital projects
- Experiences for preparation and set up of system completion data base and technical commissioning deliverables for Control System and Instrument
- Experiences in Honeywell ICSS system (Experion PKS DCS, Safety Manager SC controller, FDM, Alarm Management System, OTS, etc.) and database merging procedure.
- Hands on experiences with ICS (Industrial Control System) Network and Cybersecurity (Familiarity with IEC62443 will be advantages)
- Experiences for commissioning execution of ICSS (DCS, FGS, IPS/ ESD), field instruments (Transmitters, ESDV, MOV), package equipments (HVAC, Clean Agent Fire Suppression Systems, Fiber Optic Leak Detection System) on SAT/ FAT, fabrication yard, onshore, offshore, and perform start-up / performance test assistance on well head platforms
- Experience as interface focal point with multiple contractors on preparation, the execution phase including simops
- Experience managed EPC contractors, sub-contractors and vendors involved in the oil and gas project at many locations
- Familiar with system completion database ICAPS and OPERCOM methodology
- Worldwide commissioning experience with contractors or under companies involved in the commissioning and start up support of Offshore production facilities
- Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT
- Application and in-depth knowledge of stakeholder specifications, international standard and a working knowledge of Industry standards
- Conversant with ATEX/IEC regulations.
Job activities - not limited to below:
- Focal point for Control System and Instrument commissioning activities starting from preparation stage to the complete execution stage, for promoting and implementing of system completion and system completion database at site, implement system completion including reporting, monitoring and control.
- Lead execution for Control System and Instrument commissioning at site (onshore/ offshore) and keep commissioning execution committed to targets defined by the project management. Review and approval of commissioning deliverable provided by EPC Contractor
- Assist the Offshore Commissioning/System Completion Division Manager in executing Project responsibilities for system completion, onshore/ offshore commissioning and preservation scope of work and coordinating of system completion engineer, commissioning engineer team and preservation engineer.
- Champion initiatives with the Contractor to deliver on the project objectives i.e. safety, quality, cost and schedule and review for contractor’s commissioning execution effort and provide recommendations as necessary.
- Provide guidance and timely review on contractor’s commissioning execution plan and processes verifying fitness for purpose and compliance with contract requirements including codes and standards.
- Ensure coordination and communication for site activities with other discipline such as construction, Hook up and Completion Team and SHE representative and provide technical support with contractor, quality, safety, planning, engineering and start up/ performance testing.
- Review, approve and implement Commissioning system completion and commissioning technical documents prepared by EPC Contractor.
- Ensure Contractor Commissioning submitted all documents as per schedule and timely reviewed and approved in accordance with the EPC contract requirements.
- Review and propose mitigation for Commissioning aspects of the Risk Management Plan and Monitor the mitigation when defined
- Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure.
- Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned
