Areas of service include land development, surveying, surface transportation, water resources, and structural engineering as well as construction services in each of our major disciplines. Our in-house staff of talented engineers, surveyors, and support personnel enables us to respond quickly to demanding assignments, project schedules, and changing project scopes. With an annual Net Revenue of $15.0 million in 2023, JR Engineering currently has 93 employees with plans to grow to 120 employees over the next 3-5 years.
Job Summary:
The Project Construction Manager is responsible for overseeing the construction of engineering documents, including visual field inspections, contractor coordination, quantity verifications, and completing contracting documents. The individual will work with a variety of professionals ranging from engineers, contractors, governmental agencies, private businesses, and architects, and shall ensure projects are completed on time, within budget, and in compliance with all applicable standards and requirements. This position is accountable for project performance, ensuring quality control on deliverables, and shall provide direction and guidance to engineers and technicians to achieve milestones and deliverables.
Essential Duties/Responsibilities:
- Responsible for reviewing engineering plans for constructability, verifying quantities, and establishing project construction costs.
- Assist with scheduling and coordinating construction activities before projects are bid, including coordination of the project with review agencies and multiple project leads.
- Assists in the preparation of specifications, supporting documents, bid documents, and permit applications for subdivisions, multifamily developments, commercial developments, and public works projects.
- Coordinate with contractors and subcontractors before, during, and post-construction to ensure all contract documents are in order, and project goals are met.
- Track and monitor project progress with inspections, reporting, and project meetings.
- Attend project meetings and may serve as the point of contact with clients, developers, contractors, and review agencies. Act as a liaison between other consultants on the project team during construction (including RFI's & DCN's).
- Problem-solve issues during construction, ensure job site safety, and respond to delays and emergencies accordingly.
- Interpret contracts and technical information.
- Efficient time management skills to handle multiple projects simultaneously and with minimal supervision to meet deadlines.
- Uses expertise to train and assist peers; shall be knowledgeable in various construction types.
- Work directly with managers to identify and coordinate team priorities, deliverables, and deadlines for various projects.
- Provides professional and technical staff assistance. Identify clear, articulate direction to staff regarding performance expectations.
Required Skills/Abilities:
- Strong technical expertise in understanding the Civil Engineering design of Land Development and Public projects.
- Strong verbal/written communication, planning and organizational skills.
- Experience with regulatory agencies, with familiarity with federal, state, and local policies.
- Experience with various construction services, observation, reporting, and contracting.
- Experience with project bidding, construction, and close-out processes.
- Ability to manage multiple priorities and resources in a dynamic environment.
- Knowledge of AutoCAD Civil 3D and associated design software.
- Must demonstrate ability to work effectively on a collaborative team with management and non-management level members to accomplish objectives under pressure.
- Must also be highly self-motivated and self-directed with the ability to exercise independent judgment and take action appropriate to the situation.
- Broad multi-disciplinary knowledge in civil engineering including land development, transportation, water resources, wastewater, structural, and geotechnical topics.
- High level knowledge of discipline-related software programs and ability to interpret and summarize technical results and concepts.
- Strong interpersonal, problem solving, conflict resolution, analytical, and time and resource management skills.
- Ability to train and support other staff with all things construction related.
Education/Experience:
- Bachelor's degree in Civil or Construction Engineering from an accredited college or university ().
- PE designation is given upon licensing.
- Minimum of 3.5 years of applicable experience.
- Advanced construction knowledge required.
- Current active driver's license required, and ability to drive a company vehicle.
