Position Summary:
ISI is looking for an experienced construction project manager with experience in the construction industry to provide owner's representative construction management services to a federal client in the healthcare industry. As an architect/engineer supporting the Department of Veterans Affairs’ (VA) Electronic Health Records Modernization (EHRM) infrastructure upgrade program, you will lead and support the management of infrastructure projects at various stages of development including planning, design, and construction. The ideal candidate should have experience working active healthcare facilities. Experience with IT infrastructure design and installation; HVAC and electrical upgrades; major renovations; and VA design and construction standards is . The ability to lead and work as a team and independently is critical. ISI seeks an individual who communicates clearly, takes initiative, and embraces project ownership.
Responsibilities:
· Shall provide EHRM project construction management and shall provide decisive direction in regard to business, technical and project management involving multi-disciplinary and diverse functional activities.
· Ability to quickly understand and master the requirements of VA design and construction standards in relation to assigned projects.
· Possess knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings, to readily understand and assess the requirements.
· Working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project’s success.
· Proactively assist the Government in conducting site evaluations, field surveys, and site visits to determine constructability and code compliance. Develop draft scopes of work, cost estimates, validate requirements, and participate in pre-bid conferences.
· Support Government acquisition efforts for A/E services and Construction projects by coordinating efforts across Government working groups.
· Conduct technical design reviews from the initial concept to 100% design drawings. Track and maintain the submittal review process.
· Support or lead construction management efforts for assigned construction projects, to include quality inspections, RFIs, submittals, monitoring schedule progress, and safety.
· Independently schedule, lead, and participate in weekly and monthly project progress meetings to evaluate schedule progress, identify departures from the accepted baseline schedule, and evaluate the risk to long-term project and program health. Assess schedule risk and recommend mitigation strategies.
· Regularly prepare and present project status briefings, develop and maintain performance matrixes, and prepare well-written technical reports. Prepare written and oral reports for Government leadership and program managers. Regularly brief senior leadership.
Minimum Qualifications, Knowledge, Skills, and Abilities:
Required:
· Bachelor’s degree in construction management, architecture, engineering, or related field from an accredited school of higher education and seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
OR
If no bachelor’s degree, must possess fifteen (15) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
· Professional experience shall include the ability to read and interpret construction documents, as well as communicate effectively with project construction team members.
· Shall possess the knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings, to readily understand and assess the requirements.
· Must have the skillset and a working knowledge of design and/or construction services, building codes, budgeting, and scheduling to lead to the project’s success.
· Must be able to pass and maintain a Public Trust clearance.
