Overview:
We are looking to hire a Construction Supervisor (Instrument and Control) for a oil and gas operator in Doha, Qatar.
Candidates must have a minimum of 15 years overall E&I experience in Construction installation pre–commissioning & commissioning oil and gas industries. Fluency in English is a must.
Key Responsibilities:

Supervise the EPIC Contractors during the execution of construction activities at construction site
-
Participate in reviewing detailed design drawings, method statements, material requisitions, etc
-
Co-ordinate mobilization and de-mobilisation of contractors on site
-
Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections, material submissions and working drawings from contractors, and processing documentation as required
-
Carryout daily checks on contractor’s staff and work carried out during the previous day to ensure compliance with prescribed contractual specifications

Handle all aspects of Electrical/Instrument Construction activities including site investigations, site surveys etc

Supervise and manage installation Earthing and Lightning Protection works
-
Supervise installation of Lighting and Small Power works Manage and supervise cable tray installation and Fire Alarm System cable laying and termination works
-
Co-ordination of finalizing Cable entries, cable routes, cable diversions etc
-
Manage and supervise cable tray installation and Instrument Control & Power Cable laying and termination works
-
Supervise Fiber Optic cable installation and splicing works
-
Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels
-
Supervise installation of Control junction boxes and Panels
-
Good knowledge in reading and understanding Equipment Layout drawings
-
Overall coordination with Mechanical works, HVAC works, Fire alarm & Loss prevention system works, Building Services works etc

Cable termination and Loop checking
-
Co-ordinate pre-commissioning activities and assist during commissioning of facilities
-
Initiate Mechanical Completion Certificates (MCC), Hand Over Certificate (HOC), Acceptance Certificate (AC), and facilitate the issuance of Project Completion & Discharge Certificates

Witness SAT pre-commissioning activities for equipment

Maintain a daily record of progress (daily diary) noting special comments Reports to supervisor work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions

Sign work permits on behalf of QP and to ensure that contractor’s compliance with work permits
-
Participate in development of as-built drawings/documentation
-
Prepare Punch list for finished work prior to hand over to QP by contractor by paying special attention to all EHV equipment including Quality checks

Works closely with other QP Construction Supervisors (Mech / Arch)

Report to QP Senior Construction Supervisor on main issues, events at site, progress reporting, trends and recommendation for improvement

Accountable for supervising contractor’s work that is in progress, inspecting work, reporting problems and preventing accidents occurring because of negligence, by enforcing QP safety standards on the work site

Liaise and report with the QC Inspector on quality related matters

Liaise with the HSE Supervisor on safety related matters
-
Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs)

Co-ordinate with concerned and End User parties to resolve site issues and refer technical queries to senior construction supervisor and project engineer

Review contractors’ construction plans and schedules including method statements and JSAs
Requirements:

Candidate must possess a Degree or Diploma in Electrical/Electronic Engineering from an internationally recognized University with extensive construction related experience Good skills in construction management, effective communication, conflict resolution and relevant courses in HSE, QAQC and construction

Candidate should have a minimum of 15 years overall E&I experience in Construction installation pre–commissioning & commissioning oil and gas industries

Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors

Experienced in the implementation of construction industry best practices, systems, processes, and standards
-
pre-commissioning and commissioning of oil and gas, including experience at a supervisory level, with relevant experience
-
Ability to interpret methods statements, construction schedules and drawings
-
Good skills in construction management, effective communication, conflict resolution
-
Able to resolves problems at site technically & contractually
-
Having exposure with multinational contractors
