The Construction Training Manager (CTM) oversees comprehensive workforce development programs that includes apprenticeship readiness programs (pre-apprenticeship), training leading to industry-recognized credentials, subsidized work experience, and local hire opportunities within the construction and skilled trade careers. Working collaboratively with the Workforce Development Department leadership, this role will be responsible for organizing and coordinating training components for all programs and grants within the Workforce Development Department. The CTM will serve as a key thought and implementation leader in developing, implementing, and coordinating activities that prepare South LA and program participants for family sustaining wage opportunities. Opportunities include local hire for construction projects, Bipartisan Infrastructure projects, 2026 FIFA World Cup, and 2028 Summer Olympics.


This position will require coordination and collaboration with the LA/OC Building and Construction Trades Council, Local Unions, Registered Apprenticeships, and local contracting companies. While the construction industry will be the focus for this position, training opportunities outside of the construction trade will be a priority to expand access to living wage opportunities. This position will be responsible for utilizing various internal and external systems to monitor and track participant and personnel performance, in addition to grant expenditures. The TMC will also be responsible for providing supervision, support and guidance to all construction trainers.


Additional duties also include but not limited to: overseeing YouthBuild participants training outcomes; facilitation of construction training and safety curriculum instruction in addition to onboarding of construction trainers; implementing strategies to meet the goals and objective of the organization’s pre-apprenticeship preparation construction program; learning and implementing “green building” techniques; establishing, coordinating, and maintaining positive working relationships with housing partners and the building trades; monitoring participants’ daily attendance while on work site; evaluating, documenting and reporting participants’ progress and skill development; scheduling, coordinating and monitoring the progress and quality of all construction-related activities; ensuring that adequate and appropriate construction safety procedures are in place, taught and enforced in a consistent manner; developing and managing budgets and expenditures for all construction related projects.


The CTM will spend 60% of their time providing construction training and the oversight and day-to-day operations at the Tresa McCoy Training Center; 30% will be spent on administrative responsibilities which includes training evaluation, data reporting and management, policies/procedures, work site and partner management; 10% will be used for construction trainer supervision and participant coaching, guidance, and managing Participant Learning Outcomes (PLO’S).


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Conduct training related program information sessions, orientations, and facilitate enrollment with the CRCD’s Vernon-Central/LATTC WorkSource Center
  • Ensure eligibility and suitability criteria are maintained for construction training.
  • Assist with facilitation of the construction readiness program, life skills and financial literacy workshops.
  • Ensure data reporting and tracking of all training participants is captured in Salesforce.
  • Assist with training graduate placement in apprenticeships, CRCD construction sites, and other construction related employment opportunities.
  • Ensure CRCD procedures regarding recordkeeping, documentation, confidentiality, and maintaining case files are being followed at all times.
  • Collaborate with lead abatement Job Developers and Career Coaches to plan activities and strategize on service delivery for participants.
  • Assist with fulfilling grant and contract requirements for the program.
  • Participate in program evaluation process.
  • Responsible for all trainings schedules; purchasing and ordering training materials and office supplies; coordination and logistics for construction union site visits.
  • Work closely with department leadership to make sure all services are client-focused and are in alignment with CRCD’s vision and mission and follow the organization 5-year strategic plan.
  • Provide supervision, coaching, and guidance for the construction and safety trainers in accordance with CRCD’s Supervision Guidelines.
  • Work with the Director of Workforce Development, Associate Directors, CPO, and CFO to monitor and manage grant expenditures, leveraged resources, and in-kind contributions.
  • Provide oversight of day-to-day operations at the Tresa McCoy Regional Training Center.
  • Prioritize the implementation of CRCD’s Integrated Service Delivery Model to increase service and program access for all clients.
  • Coordinate annual personnel performance evaluations and progressive disciplinary procedures.

Requirements:

  • 3-5 years of workforce development, pre-apprenticeship coordination, and union apprenticeship training access.
  • Education Requirement: AA Degree, BA .
  • 3 years of professional WIOA and combined with other workforce development experience can be used as a substitute for education.
  • Experience managing and supporting programs that serve vulnerable populations (Reentry, Former or Current Foster Youth, Homeless, Veterans, and Unemployed).
  • Reliable, flexible team player who works well with minimal supervision, has a strong work ethic, and an ability to set and maintain personal boundaries.
  • Demonstrated ability to manage multiple workforce development projects simultaneously.
  • Must provide proof and references of past work experience to validate the demonstrated ability.
  • Experience working in communities with higher-than-normal gang activity, substance use, and homeless youth and adults.
  • A minimum of 5-years supervision and management experience (Preferably in non-profit, workforce development, and human services).
  • Familiarity with out-of-school, foster and justice-involved youth is a plus/
  • Knowledge of database management and quality control process
  • Demonstrated knowledge of community resources
  • Reliable transportation: valid driver's license, and car insurance as required by law.
  • Knowledge and experience of Microsoft Office (Excel, Word, Power Point)
  • Demonstrated ability to work on multiple projects simultaneously to meet deadlines.
  • Proficient in data entry, Microsoft Outlook, Excel, PowerPoint; Salesforce a plus
  • Bilingual in Spanish/English highly desirable
  • Working knowledge in data tracking systems and tools.
  • Strong organizational skills to manage large caseload, data, and reporting duties.
  • Strong client-facing and teamwork skills
  • Aptitude in decision-making and problem-solving
  • Critical thinking to incorporate new strategies and maintain ethical standards.
  • Reliable transportation: valid driver's license and car insurance as required by law.

SALARY RANGE

$72,000 - $80,000
