Role Purpose
Oversee E&C Department’s cross-cutting activities, including sectoral strategy alignment and internal strategy development related to : regulation management and enforcement, service design and delivery, relations with NEOM and Base Economy government stakeholders. Promote operational innovation and digitization, while overseeing the Regulation & Coordination Division in carrying out its assigned responsibilities in accordance with E&C Department strategies.
KEY ACCOUNTABILITIES & ACTIVITIES
Transition Responsibilities
- Oversee Regulation & Coordination Division development, ensuring end-state operating model is fully lean, reliant where possible on automation and outsourcing, while ensuring collaboration across the full E&C Department
- Drive establishment and end state design of all Division objectives. These can be categorized into the following Criteria:

- Laws & regulations
- Coordinate finalization, approval, and adoption of Entertainment Law & Regulations with NEOM Legal and other relevant stakeholders (e.g., other NEOM Authority Sectoral Departments)
- Define and activate regulation enforcement mechanisms (e.g. governance and delineation of roles & responsibilities, inspection schedule, violation management and sanctions, etc.) and align on requirements with concerned NEOM Authority departments
- Laws & regulations
- Service design and implementation
- Work with direct reports, other Divisions, and external stakeholders to identify and define E&C Department services including licenses & permits
- Ensure alignment with interdependent stakeholders (e.g., other NEOM Authority sectoral Departments, Office of Cognitive Government, etc.) on roles & responsibilities and formalization of service delivery agreements
- Work closely with Office of Cognitive Government to develop and integrate both interim and end-state systems to deliver the NEOM E&C Department services
- Stakeholder relations
- Manage identification of potential areas for collaboration with relevant NEOM and Base Economy Government stakeholders in interim stage (e.g., for service delivery, strategic planning, etc.)
- Manage definition and formalization of engagement and collaboration mechanisms with relevant stakeholders
- Operational Assets & Systems
- Identify and procure/implement assets and systems required to manage NEOM E&C Department operations in coordination with relevant NEOM Authority stakeholders
- Protocols & Governance
- Manage development and implementation of the governance and processes for the Regulation & Coordination Division
- Develop and implement a transition plan to end-state for the Division
- Ensure there is a phased transition plan for the Regulation & Coordination Division to reach end-state model, using NEOM Vision principals: lean, efficient, and tech-enabled
- Track and communicate progress to Head of E&C Department
- Manage budgets and finances related to Regulation & Coordination Division in coordination with Head of E&C Department
End-State Responsibilities
Regulation, Licensing & Compliance
- Identify and review the need for updates and enhancements to Entertainment Law, Regulations, and Services, and support with securing needed approvals
- Oversee the regulation enforcement process and identify and address any issues
- Oversee delivery of E&C Department licenses and services, ensure adherence to requirements, and identify and implement improvement areas
Stakeholder Relations
- Oversee definition / update of engagement and collaboration mechanisms with relevant NEOM and Base Economy Government stakeholders
- Support with managing relations and formalizing and improving partnerships with concerned stakeholders
- Monitor implementation of strategic partnerships and evaluate their effectiveness
- Participate and provide input in standing meetings with external stakeholders when needed
Communications
- Guide the development of E&C Department communication strategic plans and oversee the implementation of communication activities
- Evaluate the effectiveness of communication plans and activities and suggest updates as needed
Project and people management
- Design and rollout innovative initiatives and projects to setup and operate the Regulation & Coordination Division as a lean, future Government entity, including digitalization, operational innovation, and creative activities
- Oversee day-to-day hands-on management of the Division’s initiatives and projects (planning, budgets, design, implementation) in alignment with E&C Department Head
- Develop an inclusive/collaborative performance culture for the Regulation & Coordination Division that embraces E&C Department values
- Set performance objectives for team members and ensure alignment with NEOM E&C Department objectives
- Promote a high-performance work environment that delivers quality
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills, and Experience
- Technical background and knowledge of: Corporate strategy management; E&C regulatory drafting, governing and enforcement; licensing & service management; legal & business experience; government relations and communications
- Experience in public services provision and development, preferably related to Entertainment & Culture
- Professional and managerial competencies in: Leadership skills; stakeholder management; communications skills (incl. drafting); team building & training; innovative thinking
- Track record of successful end-to-end delivery of regulatory, service management or stakeholder initiatives and projects from briefing and conceptualization through to onsite management, execution, and evaluation
- Understanding of strategic planning, financial management and budgeting, including profit and loss, balance sheet and cash-flow management
- Ability to develop and articulate clear strategic options, evaluate outcomes, and plan effective implementation
- Credibility and proven record in developing relationships, negotiating with stakeholders, partners, providers, and clients to deliver Division objectives
- Excellent communication skills in English
Qualifications
- Degree in business administration, economic development, law, entertainment or culture, or any related field
- 10+ years of experience in the public sector or in a private institution focused on strategy development, regulation, and/ or government relations
- Minimum 5-7 years of supervisory experience in public or private sector E&C organizations with experience in building teams, project management, including effective management of large budgets
- Experience in international markets such as UK, Canada, Australia, USA is highly
