Program Summary

KBR provides full-spectrum base operations support to Naval Support Facility Diego Garcia, a remote location in the British Indian Ocean Territory. Our robust supply chain ensures on-time delivery of mission-critical supplies, and our team conducts essential port and airfield operations in this geographically complex environment. The KBR team is over 1,000 people strong, providing not only life support services such as water treatment, electricity, and telecom/antenna maintenance, but also quality of life services like Morale, Welfare, and Recreation (MWR) and an award-winning dining facility.

Job Summary

Responsible for Supervising of Reverse Osmosis Water Purification Unit(s) (ROWPU) and/or Water Plant(s). Assists in leading the creation of organization structure and processes required to fully execute the requirements of services and has responsibility for the execution of Water Purification services, quality performance, equipment operation and cost. Responsible for the execution and compliance of water standard testing, water sampling, maintaining logs and equipment reading(s). Advises the Manager on issues, impacts, risks. Minimum of 8 years of direct experience including 2+ years supervisory/lead experience.

Roles and Responsibilities

  • Responsible for the performance of operational duties for Navy Drinking Water Systems.
  • Responsible for supervising or directing the operation or maintenance of a particular WTP or water distribution system and making process control and system integrity decisions.
  • Implements installation criteria and requirements for the U.S. Navy Overseas Drinking Water (ODW) quality program.
  • Manages, collects, and interprets drinking water data within the installation.
  • Identifies deficiencies in the drinking water system and works with water plant operators or the requirements branch to implement corrective actions.
  • Maintains and tracks drinking water-related reporting requirements including but not limited to Sanitary Survey execution, Fit for Human Consumption determinations, Certificate to Operate submittals, and analytical laboratory quality assurance program.
  • Facilitates information sharing, coordination, and distribution of technical data.
  • Identifies and develops metrics to measure commodity efficiency.
  • Analyzes utility trends and proposes remedial actions.
  • Performs commodity management, including budget oversight and development of utility commodity rates.
  • Develops and implements an integrated set of processes to minimize the life cycle costs of infrastructure assets, at an acceptable level of risk, while continuously delivering established levels of service for the installation’s utility systems.
  • Performs other work-related duties and responsibilities as assigned to meet organizational/operational objectives.

Basic Qualifications

  • Must be a U.S. .
  • All related knowledge and experience shall be based on the use of the principles and application of physics, chemistry, and bacteriology as they relate to water purification; the ability to read, understand and record data from gauges, scales, and meters; the ability to make routine laboratory and field tests for control of plant operations.
  • Must be available to respond immediately via telephone and to be on-site within a predefined number of minutes after notification.
  • Must work on the site, be familiar with and can repair and operate the equipment on the site.
  • Must be available, either on-call or on-duty, for consultation in case of emergency, malfunction, or breakdown of equipment, or other questions or concerns with the drinking WTP or distribution system.
  • Must always be available when the water system is in operation.
  • Must be available to fulfill the ORC’s responsibilities when the ORC is on leave or unavailable.
  • Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Word, PowerPoint, Excel, and Outlook).
  • Proven ability to organize, prioritize, and follow through to completion of multiple tasks, under strict deadlines and changing priorities.
  • Ability to work quickly and in a potentially high-stress environment.
  • Comfort with multi-tasking and handling multiple requests from different individuals and departments.
  • Strong communication skills and extremely self-motivated when managing communication channels.
  • Must pass overseas medical screening and be in good health.
  • Must have a valid and be able to obtain driver’s license.
  • Must be certified as a NOCA Class 3 Treatment and Class 3 Distribution operator.
  • ORC must possess the necessary education, experience, training, continuing education, and other qualification requirements to maintain NOCA Class 3 Treatment and Class 3 Distribution operator. In addition, the operator in the responsible charge must demonstrate proficiency in basic verbal and written English skills.

JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING

  • Satisfactorily completed training course and exam provided by the Navy Operator Certification Authority (NOCA).
  • Class 3 Treatment and Class 3 Distribution

EDUCATION and EXPERIENCE:

  • ORC and AORC Treatment Level III

EDUCATION

  • College graduate with a bachelor’s degree or equivalent in the physical, engineering (such as civil, chemical, or environmental), or natural sciences; OR graduate of a two-year technical program with a diploma in water technology.
  • One year of acceptable treatment-level experience at a treatment facility; AND be an existing employee at the treatment facility.
  • Satisfactorily completed a Level III training course and exam provided by the NOCA Board.
  • Be a high school graduate or equivalent; AND 900 contact hours of post-high school education relevant to drinking water treatment and distribution.
  • Four (4) years of acceptable experience at a water treatment facility including two (2) years of ORC or AORC; AND be an existing employee at the treatment facility.
  • Be a high school graduate or equivalent.
  • Ten (10) years of acceptable experience at a water treatment facility including two (2) years of ORC or AORC; AND be an existing employee at the treatment facility.
