Job Description Kenya Maritime Authority was set up in June as the semi-autonomous agency in charge of regulatory oversight over the Kenyan maritime industry. As the pacesetter of the Kenyan maritime industry, the Authority seeks to strengthen maritime administration in Kenya through enhancement of regulatory and institutional capacities for maritime safety and security, to foster effective implementation of international maritime conventions and other mandatory instruments on safety, security, promote maritime training, Search and Rescue, pollution prevention and the preservation of the marine environment as well as promote trade facilitation and maritime investments.Ref:03/23Job specification Reporting to the DG, the duties and responsibilities of the Director will entail:Overseeing the implementation of requirements of international instruments through development of a national framework to ensure maritime safety in Kenyan waters.Liaising with maritime organizations/institutions such as International Maritime Organization and International Labour Organization on matters of common interest;Overseeing maritime education, training and labour in KenyaOverseeing performance management in the directorateCoordinating the preparation and submission of monthly, quarterly and annual performance reports for the DirectorateDirecting preparation and submission of reports required by international maritime organization (IMO)Mentoring and coaching directorate staffAssigning responsibilities within the department to update and revise any relevant policies adopted, as necessary.Overseeing the development and implementation of Maritime Education and Training standardsAdvising the Director General on maritime education, training and labour issuesResponding to enquiries on various matters from seafarers, Government Agencies and individuals on maritime affairs;Ensuring the departmental activities align to the Authority’s strategic planImplementing the Board’s and management committee’s resolutions in matters pertaining to Maritime Education and Training;Preparing draft Board management papers for approvalParticipating in the recruitment of staff within the directorateParticipating in the development and review of the Authority’s strategic planInitiate review of Training and Certification regulations;Chair the Syllabus Committee in accordance with the Merchant Shipping (Training and Certification) Regulations, as amended;Supervise conduct of the evaluation required for recognition of certificates issued by other Administrations;Direct verification of qualification and authorize those responsible for training and assessment;Direct issue of certificates and endorsements relating to maritime education, training and labour;Responsible for the register or registers of all certificates and endorsements;Oversee preparation and make available information on the status of certificates of competency and proficiency, including the matters affecting them;Supervise implementation of the Quality Standards System including undertaking regular inspections and periodical evaluation/audit of training and assessment conducted by training institutions;Oversee matters relating to seafarer recruitment, engagement and welfare;Coordinate financial facilitation for seafarers training and education. Person specification For appointment to this grade a candidate must have: – Bachelor Degree in any of the following; Nautical Science, Marine Engineering, Mechanical Engineering, Naval Architecture, or equivalent from a recognized institution;Master Degree in any of the fields will be an added advantage;Certificate of Competency Class 1 – Master Mariner Unlimited (II/2) or Chief Engineer Unlimited (III/2) in accordance with the International Convention on Standards of Training, Certification and Watch keeping , as amended;At least ten years’ work experience in Ship construction or ship technical operation or ship survey, five of which must be in a senior management position;Membership of a professional body and in good standing;Strategic leadership courseDemonstrated results in work performance
