Description :Director - Traffic EngineeringDubai, UAEParsons Overseas Limited is looking for an amazingly talented Director - Traffic Engineeringto join our team! In this role, you will assist in advancing the growth of our broader Smart Mobility Solutions practice in the Dubai and Northern Emirates of UAE by taking a leadership role in developing and executing our business plan in the areas traffic engineering, traffic safety and traffic design. You will be responsible for overseeing and managing our traffic engineering portfolio including but not limited to corridor studies, traffic impact studies, smart mobility strategies, traffic management plans, traffic control and traffic operations analysis.What You'll Be Doing:Provide leadership on complex traffic engineering/safety and traffic planning studies to support road and transit projects also act as a lead traffic engineer traffic designer in relevant projects, tasks, and other assignmentsManage, coach, motivate and provide leadership for staff to provide high quality services and innovative solutions to complex traffic planning and traffic design challenges involving multiple stakeholdersPrepare technical reports and documentation of activity for clients and project management and promoting technical excellence and quality assurance of project tasks and deliverablesProvide effective and efficient management of relevant day to day operations, including scheduling, assigning and reviewing work to achieve project objectives and outcome measuresAssist in business development activities and undertake leadership roles in proposal preparation incl. assistance in developing project methodology, work programs, schedules, budgetsMaintain an awareness of trends, developments and advancements in relevant fields and broader industry to retain technical competency and provide state of the art services and advice to our clientsManage traffic operations analysis, traffic control and traffic management design deliverables for various types of projects (including highway and transit construction works) per underlying Project AgreementsManage a multidisciplinary team including Traffic engineers, transport modelers, planners and designers; andPerform other duties and responsibilities associated with this position as may be appropriate.What Required Skills You'll Bring:University degree in Civil Engineering from a reputable universityMinimum of 20 years of relevant technical experience, including 5 years of successful project management experienceProficiency in Transport Modeling Software: Expertise in using transport modeling software like VISSIM, Synchro, or similarAdvanced Knowledge of Traffic Engineering Principles: Comprehensive understanding of traffic flow theory, transportation planning, and traffic simulation modelsEffective interpersonal skills and highly developed verbal and writing communications skillsApplied knowledge of published standards and guidelines from provincial and municipal governments and associationsExcellent understanding of relevant traffic engineering, safety, operations and design issues and stakeholders' requirementsDemonstrated ability and experience in training, mentoring, motivating, leading and supervising a team of highly qualified professional staffWhat Desired Skills You'll Bring:A professional registration, such as being Registered as Professional Engineer (PE, P.Eng., C.Eng.) and/or Professional Traffic Operations Engineer (PTOE) or other relevant designationUnderstanding of the following strategies and concepts are highly desired:Transportation Demand Management (TDM): Experience in designing and implementing TDM strategies to encourage sustainable transportation and reduce congestionTransportation Systems Management (TSM): Ability to develop TSM plans to maximize the performance and efficiency of existing transportation infrastructureActive Traffic Management (ATM): Expertise in designing, implementing, and managing ATM strategies to optimize traffic flow, reduce congestion, and enhance road safety in real-timeSoft Mobility: Proficiency in planning, designing, and implementing soft mobility solutions such as pedestrian and bicycle facilities, shared micro-mobility services, and public transit enhancementsSigning and Striping Standards: Proficiency in developing and reviewing signing and striping plans to enhance roadway safety and compliance with local and national standardsInfrastructure Design: Knowledge of civil and traffic infrastructure design, including geometric design, signal systems, and signageMinimum Clearance Required to Start:Not Applicable/NoneParsons is an equal opportunity employer committed to diversity in the workplace.
