Division: Division of Teaching and Learning Services, Office of AssessmentDescriptionUnder direction of the Director, Office of Assessment, assists in the performance of education research by collecting, analyzing, and interpreting statistical data in order to meet changing education needs; develops educational programming by conducting analyses and evaluations of education programs, surveys, needs assessment, and related research; assists in the establishment, maintenance, and evaluation of program and fiscal data related to state and federal aid, grant applications, and allocation; performs mandated regulatory functions; is knowledgeable in and works with some independence in areas of assignments; and performs other related work as required.

Examples of the work include providing psychometric support for statewide assessment test development on topics such as test design, scaling, equating, and standard setting; assists in developing and reviewing field test sampling plans to ensure representative coverage; collaborates in the development and enhancement of high-quality score reports, communications, guidance documents, and training resources to support school districts in implementing statewide assessment results; assists in reviewing program administration and assessment practices, research, testing trends, and testing technologies to design and develop instruments and plans to meet changing educational needs aligned to the New Jersey Student Learning Standards (NJSLS) in a timely and efficient manner; and assists in the quality control review of data for public reporting.RequirementsEducationGraduation from an accredited college or university with a Master's degree in Public Administration, Educational Statistics and Measurement, Statistics, or a related field.ExperienceThree (3) years of experience in program evaluation, statistical analysis, or psychometrics.Preferred Education/ExperienceDoctoral degree in Educational Measurement and Statistics or a related field; understanding of psychometric theory and application, including knowledge of item response theory (IRT), classical test theory (CTT), statistics, test development procedures, and research design; experience with statistics program such as Statistical Analysis System (SAS) or Statistical Package for Social Sciences (SPSS); and knowledge of database programs such as ORACLE.Open to the FollowingIn accordance with the New Jersey First Act P.L. 2011 c.70, effective September 1, 2011, new public employees are required to obtain New Jersey within one (1) year of employment.
