Summary:
The incumbent is responsible for assisting the Infrastructure Manager in all aspects of project development and implementation for capital improvements along the Indiana Toll Road. In General, The East Infrastructure Area Engineer’s corridor oversight area will be from mile marker seventy-seven (77) to mile marker one hundred and fifty even (157). However, this does not exclude assignments, tasks, or projects being assigned to the East Infrastructure Area Engineer outside of the mile marker (77) – (157) corridor.
Relationships:
· Works directly with the Infrastructure Manager and the Director of infrastructure.
Responsibilities:
· Performs all tasks safely, complies with all internal and external safety requirements, supports ITRCC safety culture, attends all safety trainings, and completes all compliance trainings as required by ITRCC.
· Uphold ITRCC’s core values: Customer Service, Respect, Excellence, Stewardship and Teamwork (CREST).
· Perform all tasks safely and support the culture of “safety” in all ITRCC activities.
· Promote a culture of safety within the Infrastructure Department.
· Assist in the development of Request for Proposals for a variety of Civil Engineering projects such as bridge improvement projects and highway paving projects.
· Establish and promote a high level of positive public relationship between patrons, contractors, vendors, etc, and the Indiana Toll Road when conveying policies, services, techniques, procedures, and maintenance.
· Develops and conducts training programs and materials relating to paving and bridge projects.
· Makes field visits to inspect and oversee contractors on various bridges, paving, and related projects.
· Review field quantities for various projects.
· Reviews and verifies accuracy of invoices for payment to contractors.
· Review third-party design and specifications for various construction projects
· Inspects assigned construction sites daily, checking job site safety and adherence to contract documents, discussing progress and problems with contractors, and recording data in a field book.
· Inspects and assists in the investigation of accident claims for damage to bridges, guard rails, and related improvements
· Assists the Roadway Department with technical expertise on in-house maintenance projects, including such as in-house bridge inspections, erosion repairs, bridge deck repairs, and preventative maintenance.
· Investigate and gather information from site visits, in-house, staff, and documents for the maintenance or repair of problems along the Indiana Toll Road. Such problems include, but or not limited to, pavement failures, bridge problems, tile failures, tile replacement, road flooding, pipe failures, pipe replacements, erosion failures, and erosion control.
· Develops work orders – including a written plan and drawings as needed.
· Responds to inquiries, requests, and complaints from other departments and agencies regarding the condition and maintenance of bridges, pavement, drainage, and other issues.
· Coordinates and attends project progress meetings.
· Attends public information meetings.
· Assigned and Coordinate all above-written tasks to direct reports: East Infrastructure Field Technician/s
· Performs other duties as assigned.
· Regular reliable attendance.
Qualifications:
· A Bachelor of Science in Civil Engineering
· Registration as a Professional Engineer (PE) in the State of Indiana is but not required. Indiana registration as an Engineering is required.
· Knowledge of basic surveying principles
· Ability to read and interpret detailed prints and specifications, make mathematical calculations, and plan and layout assigned work projects
· Ability to work both alone and with others in a team environment with minimum supervision, work on several tasks at the same time - often under time pressures
· Thorough knowledge of and ability to make practical application of methods, materials, and equipment used in constructing/maintaining highways, bridges, and rights-of-way
· Ability to supervise and direct assigned contractors, including scheduling and planning work assignments, evaluating job performance, and providing training
· Ability to occasionally work extended, evening and/or weekend hours.
· Ability to serve on-call 24/7 and respond swiftly, rationally, and decisively to emergency situations
· Must possess and maintain a valid driver’s license
Desirable Experience:
· 4-6 years of progressive experience in Civil Engineering
Working Conditions:
