MINIMUM QUALIFICATIONS REQUIRED:

High School Diploma or GED Certificate.

Bachelor's degree in Electrical Engineering or Power Engineering.

5 years of experience in electrical utility engineering, construction, operations, and maintenance.

3 years of supervisory experience.

Experience with Microsoft Office Suite.

Knowledge of Electric Safety Code and Electric Code.

Bilingual in Navajo/English .

Valid Driver's License (subject to motor vehicle review).


JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Improves staff effectiveness by counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, , and problem resolution; evaluates performance and makes, recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Develop measurable performance expectations for assigned staff according to department goals and objectives.

Analyzes and resolves work problems. Initiates or suggests plans to motivate workers to achieve work goals.

Assigns staff daily duties and evaluates performance of workers. Follows up on status and projects of jobs.

Establishes and updates electrical construction standards for transmission, distribution, and substation systems. Coordinates with other entities of the introduction, application or engineering related software for design, estimation, planning, and coordination.

Prepares- and monitors Construction Work Plans, Power Requirements Study, System Loss Study, Capital Budgets and Long Range Plan as required by the Rural utilities Service.

Analyzes NTUA electric purchases, sales, and other information required for system planning studies.

Performs computer analysis of system operating characteristics, such as power flow analysis under normal and short-circuit conditions, system stability, and voltage and current limitations, to obtain data used for such purposes as timing major system changes and additions, and analyzing interconnecting system problems.

Develops and reviews load data, load duration curves, and load projections; as part of the engineering and planning process. Supervises the planning process for load forecasting, economic modeling, prepares short term work plans and provides input to Long Range Comprehensive capital improvement plan.

Conducts protective device coordination studies and makes complex calculations to determine the type, number, locations, and correlation of protective devices such as fuses, reclosers, breakers, and grounding devices.

Directs or prepares engineering calculations using standard engineering practice for the specification, procurement and installation of protective devices for the electric transmission and distribution systems as part of the construction work plan or on a project by project basis.

Develops capital budgets for construction plans. Monitors and tracks approved capital, and O&M budgets.

Develops and review operations and maintenance plans, activities, prepares maintenance summary report to RUS.

Analyzes loss evaluation factors for transformers, capacitors, underground cables, and other electrical equipment sensitive to loss evaluation factors.

Reviews designs, cost estimates, monitors costs, surveys, right-of-way, construction inspection and closeout. Prepares RUS Amendment documents.

Manages major long-term transmission and substation projects, provides code and regulation interpretations for Authority's management. Determines maintenance of material catalogs, records, provides in-depth engineering advice and assistance to other departments and district offices.

Conducts field inspections of existing and new electrical system construction, overhead transmission and distribution lines, underground distribution lines, and equipment. Ensures compliance with applicable standards.

Performs re-inspections as required and signs-off on project closeout documents.

Reviews data with respect to joint use facilities involving fiber optic, telephone and television facilities, updating of system maps, analyzes in-service equipment failure data and prepares recommendations.

Provides training to employees in the operations and maintenance of electric systems.

Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.

Ensures compliance of applicable safety principles, codes, rules, regulations, laws, values and strategies.

Prepares or assists with the preparation of scheduled and/or ad hoc statistical and narrative reports; performs information gathering and analysis and/or forecasting, as specifically directed.

Maintains records in accordance with established policies and procedures and audit guidelines.

Performs other duties as assigned.
