What We Do Here at HLE:
Over almost 30 years, we have worked in the public works sector. More precisely in highway work. Our area of concentration includes sign lighting, freeway lighting, street lighting, traffic signals, ramp metering systems. Any electrical components that are related to that scope of work fall under our specialty. Our projects physical footprint spans from our Southern California offices throughout California to its Northern Border.
Job Title: Foreman

Job Summary:
A Foreman plays a crucial role in overseeing the daily operations on a job site. This role requires physical strength, familiarity with construction safety and protocols, and the ability to assist in various construction tasks. This role must be available to drive to projects throughout the State of California and must be open to work all shifts.
The Foreman will be a dedicated professional with strong interpersonal skills and cultural competence to collaborate effectively in diverse environments. The Foreman must demonstrate adaptability in dynamic settings, approach challenges with humility, maintain keen attention to detail, and uphold the highest standards of work ethics to contribute meaningfully to our team.
Duties & Responsibilities:
- Direct and manage laborers and operators to ensure tasks are completed efficiently and safely.
- Collaborate with project managers and engineers to understand project plans and specifications and ensure that work aligns with these guidelines.
- Develop and maintain work schedules to meet project deadlines, including organizing shifts.
- Monitor work to ensure compliance with safety standards, building codes, and quality requirements, addressing any issues promptly.
- Manage materials, tools, and equipment on site, ensuring that resources are available when needed and are properly maintained.
- Maintain and enforce safety protocols, conduct safety meetings, and ensure that all workers are trained in safe work practices.
- Identify and resolve issues that may arise during construction, whether they relate to personnel, materials, or project specifications.
- Submit Material Orders and monitor material deliveries and usage, preventing shortages or excess waste. Upload Purchase Order Deliveries (POD) of deliverables.
- Maintain records of work hours on DCRs, completed tasks, incidents, 360 video captures, 360 photo captures, AS-Builds, order acknowledgements. All records must be complete and forwarded in a timely manner.
- Maintain and report work incident, safety hazard analysis sheets, equipment damages. All records must be complete and forwarded in a timely manner.
- Serve as a liaison between workers and upper management, facilitating clear communication and addressing any concerns.
- Assist in the training of new workers and promoting skill development among team members.
Competencies:
- Familiarity with tools and equipment used in construction
- Ability to read and interpret blueprints and drawings.
- Proficient in project management software (Procore) and any other necessary software.
- Valid drivers license with good driving records, and ability to drive equipment to project sites. Class A .
- Expert Communication Skills with the ability to convey clear instructions, actively listen, and effectively communicate with diverse teams, clients, stakeholders in both verbal and written communication.

Education and Experience:
- High school diploma or equivalent.
- Experience in roadway, highway, or public works projects.
- Minimum 1-2 years of construction industry experience.
- Experience working in high-traffic areas and around construction traffic.
- Preferably experienced in the electrical sub-contracting industry category.
- Certifications of Forklift Inspection and Safety, First Aid and CPR, OSHA 30, Environmental Hazards of Highway Work, Traffic Control/Flagging, Confined Space, Aerial certification, Railroad certification.
Physical Requirements:
- Work is primarily outdoors and exposes the employee to varying weather conditions, as well as working in confined spaces that require crawling or maneuvering in small areas.
- The employee may need to stand/kneel for long periods while working on installations or repairs.
- Many tasks require climbing ladders or scaffolding to reach high areas for installation or repairs.
- While performing the duties of this job, the employee is frequently stretching, reaching, extending arms to use tools or perform tasks in uncomfortable positions.
- Must be able to lift up to 50 pounds at times.
- Employee needs to be aware of and use personal protective equipment (PPE).
- The physical nature of the job can be demanding and requires good physical fitness, stamina, and the ability to handle various physical tasks safely.
