Position Summary:
The Engineer will provide primary expertise in electrical utilities systems but have experience in other utilities including but not limited to water, wastewater, natural gas, steam, chilled/hot water, and bulk fuels such as found on military installations or medium-sized communities. The Engineer will have knowledge and experience with medium voltage (69-kV or less) electrical substation equipment and distribution as well as low voltage (600V or less) related to building level power systems. The Engineer will apply expertise in general facilities and utility engineering will be applied to evaluate diverse military facilities, including administrative buildings, tactical equipment shops, communications facilities, industrial plants, and hospitals. The Engineer will conduct mission assurance assessments on military facilities and utility infrastructure and associated control systems, with respect to reliability, resiliency, and redundancy. The Engineer will be responsible for collecting, compiling, and analyzing data and writing reports regarding their observations and recommendations. The ability to work and excel in a team environment and collaborate on group projects is an absolute necessity for this position. The Engineer must be able to clearly communicate and articulate technical issues to customers and other team members as well as prepare formal presentations and professional written reports, primarily serving clients within the US Navy and United States Marine Corps.
Essential Functions:
- Assessment Planning: Actively participate in planning processes for site assessments. Prepare studies and analyze technical drawings and specifications of utilities systems to determine compliance with standards and military mission requirements.
- Visit Coordination: Coordinate site visits and inspection activities effectively.
- Site Assessments: Participate in on-site assessments, ensuring thorough evaluation of facilities and utilities infrastructure. Review applicable mission data, plans, instructions, and commanders guidance to help determine the criticality of specific assets, and identify single points of failure and degradation to tenant, installation, Navy, Marine Corps, and DoD missions.
- Infrastructure Identification: Conduct field surveys and study maps, graphs, diagrams, and other data to identify means of correcting utilities system problems and weaknesses. Identify and report concerns related to facilities and utilities infrastructure.
- Technical Analysis: Analyze technical drawings, engineering system specifications, and topographical maps to ensure alignment with standards and military mission requirements.
- Data Collection: Collect and analyze data concerning systems infrastructure and building loads to identify potential deficiencies and vulnerabilities to various threats and hazards.
- Efficiency Evaluation: Determine the operating efficiency of utility systems and report on findings.
- Teamwork: Assist other personnel in understanding and interpreting engineering data.
- Problem Resolution: Conduct field surveys and review maps, graphs, diagrams, and other data to identify effective solutions for utilities system problems and weaknesses.
- Report Writing: Prepare comprehensive reports detailing existing and potential engineering studies and projects. Produce analysis results in writing to convey complex technical issues in a logical manner understandable to non-technical individuals. Develop original reports, edit reports, and coordinate the efforts of other people to ensure engineering related reports are completed on time and to the required quality standard. Report peer review, editing, and adjudication.
- Task Responsiveness: Responsively address tasks and requirements from the team, the Department of Defense (DoD) and Service-wide initiatives. Ensure all projects and tasks are completed on time and within specified deadlines. Continuously work to enhance customer satisfaction by addressing their needs and resolving issues promptly.
- Task Tracking: Track personal workload 30 days out to meet deliverable requirements and identify tasking gaps.
- Engineering Section and Self Development: Develop and participate in engineering and internal company product development meetings and trainings. Provide technical input to proposals, articles, brochures, reports, and manuals. Prepare and make presentations on various engineering topics.
Competencies:
- Operational Requirements:Demonstrated understanding of DoD, USN, CONUS, and OCONUS operational requirements.
- Technical Proficiency: Stronggrasp of the technical aspects of Electrical systems, including HVAC, plant and process utilities, fire suppression, and utility infrastructure. Core experience with electrical utility systems and experience with mechanical and plumbing utility systems and components. Engineering Design. Engineering Assessments (Field Work). experience with DoD Unified Facilities Criteria (UFC) requirements. knowledge with LEED, IEEE, NERC, FERC, NFPA 70 and other Federal, State and Local Codes. Experience with Microsoft SharePoint, Teams, and Office products with an emphasis on Excel
- Consulting Experience:A minimum of 5 years of consulting engineering or related experience.
- Technical Communication: Ability to compose technical reports that effectively convey complex technical issues in a logical and comprehensible manner to non-technical stakeholders.
- Collaborative Teamwork: Acollaborative team player who can effectively work within groups to achieve project objectives.
- Multitasking Skills: Proficient in managing high-level multitasking challenges efficiently.
- Professionalism: Portraying a professional image when interacting with clients and installation personnel. Adhering to the RMC dress policy for assessments, engagement, attentiveness, and interactive.
- Effective Presentation:Capability to work within small groups and present findings clearly.
- Communication Skills: Excellentcommand of the English , both written and spoken, ensuring effective communication in a professional context.
Education & Experience Requirements
- 4-Year Accreditation Board for Engineering and Technology (ABET) Accredited Degree in Electrical Engineering
- Bachelor of Science in the following fields: Architectural, Civil, Electrical, and Mechanical
- 5+ years experience in technical field (electrical)
- Engineering Design
- Engineering Assessments (Field Work)
- Experience with one more Mechanical/Electrical/Plumbing (MEP) Utility Systems
- Demonstrated knowledge of industry standards and relevant federal policies, ensuring compliance and quality.
- Background or prior experience in the military, especially in military facilities design or construction, contributing valuable insights and perspectives.
Required Certificates & Licenses
- Engineer-in-Training or have an interest in obtaining Engineer-in-Training status
- Interest in obtaining a Professional Engineer (PE) License
Desired Certificates & Licenses:
- Professional Engineering Certification: Professional Engineer (PE) or Engineer in Training (EIT) credentials, demonstrating a commitment to excellence in engineering.
- Energy Management Expertise: Certification as a Certified Energy Manager (CEM), showcasing proficiency in optimizing energy efficiency.
- Project Management Proficiency: A Project Management Professional (PMP) certification, reflecting strong project management skills.
Other Requirements:
- This job requires the ability to climb ladders and to walk distances over rough terrain.
- Coordinate with the RMC Security Manager and FSO on security data and/or security clearances as necessary for job requirements. Keeps security information confidential per the RMC Employee Non-Disclosure Agreement.
- Security Clearance: Obtaininga DoD Secret Applicants selected will be subject to a government security investigation and must meet eligibility requirements for the clearance level required for the job.
- Valid Passport: Possessionof a current passport with a minimum of 8 months remaining until the expiration date.
- Hybrid Role: This hybrid role includes monthly travel to a local designated government site to work on secure networks and maintain access.
- Telecommunication from other locations other than the designated regional site will authorized based on manager approval.
- Travel Flexibility: Willingness and capability to travel, OCONUS approximately 25% of the time.
- Ability to maintain and access NIPR/SIPR accounts by monthly travel to employees designated regional site.
