EPCIC fabrication yard (TBC) in Malaysia / overseas
KEY OBJECTIVES
Responsible for QA/QC management during construction of PROJECT Central Processing Platform / Well Head Platform / Living Quarter Platform and ensure that it is compiled to Project Specifications and Contract requirements.
PRINCIPAL ACCOUNTABILITIES
Engineer, QA/QC shall be responsible for the implementation of Project Quality Plan requirements at construction yards. Engineer, QA/QC shall be responsible for, but not limited to, the following:
Monitor / supervise QA/QC activities of EPCIC Contractor and his Subcontractors during construction of Offshore Central Processing Platform / Well Head Platform / Living Quarter Platform to ensure quality, safety and timely completion of the construction works.
Monitor the implementation of Project Quality Plan and Key Performance Indicators/Project Quality Objectives.
Review of Inspection and Test Plans, Quality Plans, Work Instructions, Method Statement, and various QA/QC procedures.
Participate in critical quality control / inspection activities at yard during construction.
Witness Welding Procedure Qualification and Welder Qualification conducted at fabrication yard.
Review and approval of WPS, PQR and Welder Qualification records.
Monitor necessary NDT is carried out and it as at pace with the fabrication progress, report any issues on any backlogs to Construction Manager.
Monitor the weld rejection rate and take appropriate action in case of some not meeting the specification requirements.
Ensure that all activities / outstanding punch points are completed satisfactorily prior to hydrotest or for processing to further activities.
Review and approval of piping tests packs, punch list and various pre-commissioning and commissioning check sheets.
Ensure that all the procedures and work instructions are effectively implemented during fabrication.
Monitor Non-conformances on regular basis and ensure that NCR is issued, and suitable action is taken timely to implement the corrective action and close the NCR.
Report any quality issues during fabrication to Sr QA/QC Engineer and Construction Manager.
Participate in various audits conducted by Contractor and Company, follow up on audit findings and its closure.
Support Project team in review of Vendor's quality deliverable and attend meetings or shop inspections whenever instructed by Project Team.
Coordinate with internal team members such as engineering, construction, HSE, Commissioning, Installation for any interface related to QA/QC.
Monitor the QA/QC performance of Contractor, take up with Contractor on quality issues and attend regular QA/QC meetings.
Liaise with Senior QA/QC Engineer / Project Quality Manager on all quality issues and report regularly on quality performance of Contractor.
Follow up and verify As Built and Final documentation.
QUALIFICATIONS AND EXPERIENCE
Bachelor's degree, or equivalent, in mechanical, production, welding, metallurgy engineering, or equivalent professional qualification in related field.
Professional certificate by accredited Bodies/ Associations is an advantage but not necessary.
Work Experiences
Minimum of 15 years' experience in construction of Offshore Oil & Gas facilities out of which minimum 10 years' experience shall be in similar role in the construction of Topside and Jacket of Well head Platform or Central Processing Platform or Living Quarter Platform Project.
Must have worked previously with Oil and Gas Operating Company or EPCIC contractors involved in construction of CPP, WHP or LQP.
Desired Competency (Skills and Abilities)
Must possess strong experience in welding, fabrication techniques, NDT, blasting/painting, hook up and commissioning of offshore oil and gas platform.
Must be well versed in non-destructive testing such as RT, UT, PT, MPI and must be able to interpret radiographs and witness PT, MPI, and UT.
Must hold ASNT level II or equivalent certification in RT and UT.
Must be certified Welding inspector such as CSWIP 3.2, AWS SCWI or equivalent.
Must be Certified Lead Auditor to ISO 9001:2015 or equivalent, recognized by IRCA.
Must be well conversant with international code and standards such as AWS D1.1, ASME B31.3, B31.4, B31.8, ASME Section IX, ASME Section V, ASME Section II, MR 0175 and other applicable standards in Oil and Gas construction projects.
Must be competent to interpret weld symbols, fabrication drawings and isometric drawings.
Should be acquainted with local Malaysian regulations related to QA/QC/Inspection of Oil & Gas facility.
Preferably possess NACE Certified Coating Inspector Level II or equivalent.
Familiar with COMPANY or TOTAL Specifications is an advantage.
Acquaintance with fabrication of cladded/solid Incoloy 825/625 piping is an added advantage.
Good communication, coordination, and organizational skills with ability to work with minimal supervision and liaise effectively and efficiently with other team members and outside stakeholders.
Demonstrate a high level of interpersonal skills and integrity.
