Firewatch Contracting, a Service-Disabled Veteran-Owned (SDVO) Small Business, is in search of an Estimator/Project Manager for its US Federal Government business. This position is responsible for successful bidding and estimating of new proposals. Responsibilities include subcontractor procurement, material takeoffs and cost estimating, proposal preparation, and schedule development.
Essential Job Functions:
Estimating
-
Experience breaking down complex bid specifications and requests for proposals (RFP) into scopes of work.

A clear understanding of and ability to interpret engineering drawings and specifications.
-
Ability to estimate multiple disciplines typical of general construction
-
Knowledge and use of estimating guides, such as RS Means, etc.
-
Knowledge of common equipment vendors and subcontractors, including contact information that can be used in obtaining price quotations.

Experience in buying out project subcontracts after award
-
Sound understanding of labor rate components, including markups and contractor’s field office overhead.

Experience preparing various levels of construction cost estimates (including order of magnitude, budgetary, appropriation, and final estimates).

Ability to write technical narrative portions of proposals.
Project Management
-
Ensure adherence to safety procedures.
-
Establish project objectives, plans and performance standards according to the job specifications and project requirements.

Develop the project schedule within the constraints of the project budget, while meeting contractual deadlines and requirements.

Act as primary point of contact with clients and provide direction and planning on all communications as necessary to meet project objectives.

Evaluate and prepare project submittals

Prepare proposals and negotiate revisions if applicable, changes and additions to proposal agreements with architects, engineers, consultants, clients, suppliers and subcontractors.

Identify, plan, organize and assist in the staffing of project positions.

Ensure project is completed on schedule, within budget and within established quality standards.

Manage financial aspects of projects profitably while protecting the company’s interest, and maintaining good relationship with clients, subcontractors, and vendors. Prepare and submit budget estimates, progress and cost tracking reports as required.

Requisition vendors, supplies, materials or equipment.

Travel will be required to job sites
Education and Experience:
-
A Bachelor’s degree in Construction Management/Engineering/Science
-
5 years + of relevant and progressive experience in the construction industry

Relevant experience in Government Contracting

Good communication skills, both written and oral

Enjoys being part of a dynamic working team
Knowledge, Skills and Abilities:

Ability to effectively develop a cohesive team working together to achieve project goals.

Ability to professionally represent the company, verbally, in writing, and in person, to clients, associates and all others and to expand relationships and grow the business.

Thorough knowledge of construction or other related technology, scheduling, procedures, project contracts, plan and specification reading, financial planning and tracking and equipment are required.

Proficiency in common scheduling software, including Microsoft Project and/or Primavera P6.

Proficiency in Microsoft Office required; advanced user of Microsoft Excel
Levels of Supervision:
-
Works under the Director of Contracting. May supervise other project team members.

Performs assignments with minimal supervision; works independently.
