Purpose/Summary:

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance Program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan, to support Military and Humanitarian actions worldwide.

The Field Level Maintenance Supervisor will be responsible to the COSIS Maintenance Manager and will act as task organizer for the Field Level Maintenance Team activities and interface with the Maintenance Manager - COSIS, to perform identified Field Level Maintenance Below Depot Level vessel repairs. The Field Level Maintenance Supervisor will provide oversight and management for the Field Level Maintenance Technicians and external contractor workforce in the execution for all Vessels and MCS Field Level Maintenance and repair requirements.

The Field Level Maintenance Supervisor identifies faults through the Global Combat Support System – Army (GCSS-Army) database and DA Form 2404s and organizes the daily crew and field level maintenance below depot to be performed on all assigned Vessels and Equipment Sets of Army Pre-Positioned equipment. In identification of faults requiring external vendor support, this supervisor will develop Scope of Work (SOW) specifications for Over & Above task requirements. This individual provides guidance to the Field Level Maintenance Technicians in managing the repair teams and execution of prioritized Field Level Maintenance tasks. The Field Level Maintenance Supervisor will maintain records and reports for all repairs and maintenance. This Supervisor is directly responsible for the development of the Field Level Repair Projections Report and the Field Level Maintenance Repair Actuals Performed documentation as required for contract execution.

Key Responsibilities:


  • Responsible to the COSIS Maintenance Manager to direct, coordinate and monitor, daily, Field Level Maintenance Technicians and teams, ensuring performance and compliance with safety, environmental regulations, identified fault repair schedules and adherence to projected costs
  • Responsible to perform performance reviews and management of Field Level Maintenance Technicians as required by U.S. Marine Management, LLC Management and the COSIS General Manager
  • Responsible to provide to the COSIS General Manager and COSIS Maintenance Manager, work performance reports/manpower and labor execution reports daily, weekly, monthly and when requested to summarize and support the overall COSIS Requirements in accordance with the Performance Work Statement (PWS) for execution of COSIS Requirements
  • Oversee and direct daily, Field Level Maintenance Below Depot Level activities, for USMMI COSIS Managed Army Watercraft and Equipment to include LCU 2000 Class, ST 900 Small Tugs, Modular Causeway Systems (MCS) that include Roll On-Roll Off (RRDF), Ferry Causeway (FC) MCS Systems as well as Modular Warping Tugs (MWTs), Causeway Ferrys (CFs), Government Furnished Equipment (GFE)/Contractor Acquired Property (CAP) and all Components that are required in supporting the overall operations of the identified Watercraft, MCS and MWTs/CFs, GFE/CAP
  • Personally required to perform and execute hands on troubleshooting and maintenance requirements as needed, up to and including AC & R unit repairs and replacement, electrical/electronic repairs, engine repairs to include rebuilds, pipe repairs and replacement, motors and pump repairs, welding and brazing operations, deck equipment repairs and any other maintenance repair requirements to increase the overall operations of the assigned equipment, vessels and MCS to include MWTs/CFs
  • Required to oversee Field Level Maintenance Below Depot Level activities of the Field Level Maintenance Technicians and subcontractor/vendors for unplanned and planned maintenance requirements to include General Manager Directed Support of Sustainment Level Maintenance Repairs when Approved and Funded by Government Entities
  • Required to provide support, to the Fault Repair Team, when directed by the COSIS General Manager or Maintenance Manager, with the Field Level Maintenance Team, to continue fault repairs and increase overall Quality of the Maintenance Product for the COSIS Operations
  • Required and directed to provide the COSIS General Manager and Maintenance Manager of the status of the work in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed
  • Provide status on Field Level Maintenance Below Depot Level schedules, cost adherence, required records and data associated with the execution of the field level maintenance performed on all Watercraft, MCS, MWTs/CFs and GFE/CAP
  • Ensure proper upload of maintenance data into GCSS-Army, execution of job ticket completion for ongoing tasks, and perform management of fault repairs IAW Technical Manuals (TM’s), Army Regulations (AR’s), Field Manuals (FM’s), Technical Bulletins (TB’s) and Original Equipment Manufacturer (OEM) recommended processes and procedures
  • Will execute, with Field Level Maintenance Technicians, parts and materials research and provide parts and materials documentation for ordering through GCSS – Army and Local Purchasing from vendors
  • Required to ensure Engine Logbook entries are recorded daily as work performance is executed, ensuring proper annotation of status of ongoing efforts, and completion status of work performed
  • May be required to perform the duties of Chief Engineer while underway/performing sea trials of all Army Watercraft on site
  • May be required to execute the duties and responsibilities of the Maintenance Manager in their absence from the COSIS Operations, as directed by the COSIS General Manager and U.S. Marine Management, LLC Management
  • Will perform tasks as requested and when requested by the COSIS General Manager in support of COSIS operations that may be outside of normal daily requirements
  • Will accept and perform additional duties and achieve additional certifications in support of Field Level Maintenance Below Depot Level COSIS Operations as requested and appointed by the COSIS General Manager
  • Performs other position related duties as specified by U.S. Marine Management, LLC Management and the COSIS General Manager

Position Specifications:

Education and Experience

  • Watercraft/Ship Repair experienced U.S. Army Warrant Officer or Licensed USCG Merchant Mariner/Engineering Officer with 10 - 15 years of watercraft maintenance background and training
  • Candidate can obtain/reinstate and maintain a U.S. Army Chief Engineer 881A2 License or hold a current USCG (Motor, 5000Hp or greater) Chief Engineer License
  • Proficient in the use of GCSS-Army & proven maintenance management systems such as NS5 and SAMM etc.


Technical Skills and Competencies Required

  • MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable)
  • Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
  • individual that holds certifications in one or all the following: Caterpillar, Cummins, EMD and Detroit Diesel propulsion and power systems, EPA 608 Universal Certification, Association of Coating Examiners (NACE)/The Society for Protective Coatings (SSPC) Level 2 Qualification and Non-Destructive Testing (NDT)/Certified Welding Inspector (CWI).

Physical Demands & Work Environment

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Typically, the employee will be required to split time between a general office setting and working on board U.S. Army Class A, B and C watercraft and Modular Causeway Systems, performing repair activities as required in support of Field Maintenance Below Depot Level. Vessel work will require employee to wear hearing protection due to high noise decibels. Vessel climates change with the seasons and the employee may be in varying temperatures requiring various protective clothing.

Employee will be required to work outside on vessels performing repairs, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal – with short breaks or lunch period. Day to day requirements will require some bending/stooping, reaching above shoulder level, walking; standing; carrying of light items such as parts, equipment, papers, books or packages of up to 25 pounds. Should be able to hear & speak clearly using phone / headset to communicate with customers; be able to navigate, view & enter information on the computer.
