Field Monitoring: Construction Engineer Miejsce pracy: Kraków Your responsibilities Job Description Project Context and Scope Under the overall supervision of the Emergency Operations Officer and the direct supervision of the Operations Team Leader, the individual contractor will be in charge of supporting the realization of the following tasks in Krakow and other locations within Malopolskie voivodeship and surrounding areas Organizational Department / Unit to which the Consultant is contributing Basic Needs Support Unit, Krakow Sub-Office Basic Needs Support/Shelter renovations Responsibilities Tasks to be performed under this contract 1. Support in the preparation of technical documentation in field visits; photographs, plans, measurements, and reports, conduct assessments, prepare technical drawings and Bill of Quantity (BoQ) calculations for identified infrastructure 2. Coordinate and liaise with the procurement and logistics unit on tendering and contracting. Support for the identification of suppliers of construction materials and services Collection of information and quotations and support in technical evaluation 3. Support in the elaboration of graphic documentation of the projects and reports 4. Support in the monitoring and supervision of the works, with field visits and implementation partners 5. Support in coordination with the Operations Team Leader, to the purchasing and contracts area, on technical specifications of the procurement processes. Oversee contractors in the areas of progress monitoring, change of orders, contract compliance, quality assurance, and documentation of all interaction prior to payments 6. Maintain continuous contact with the Operations Team Leader as well as with the Emergency Operations Officer, to report on the progress of the work and conditions presented 7. Keep an orderly record of the activities carried out (book of orders on site, exchange of technical information and documentation provided to partners) 8. Preparation of work plan and schedule of activities, in coordination with the official shelter officer and emergency coordinator 9. Assist the shelter area in the elaboration of technical plans and measurements for proposals of constructive processes in the office of IOM Poland 10. Assist with tracking and monitoring of non-food and humanitarian aid deliveries 11. Assist with field visits in ongoing constructive activities 12. Present a final report on the activities carried out during the duration of the contract Performance indicators for the evaluation of results • Consistent reporting and regular feedback to the accountable IOM department • Regular monitoring during field visits • Projects implemented in a timely manner according to the workplan Our requirements EDUCATION • Bachelor’s degree in Architecture, Engineering or Construction studies or • Completed Advanced university degree from an accredited academic institution in Construction studies, or a related field from an accredited academic institution with two years of relevant professional experience in related activities or in the humanitarian setting • The Construction license (applicable to Polish construction law) in the field of structural and civil engineering or architecture, without limitations entitles the holder to direct construction works with regard to the structure and architecture of a building EXPERIENCE • 3 to 5 years’ experience in CAD, BIM, Measurements and Budgets computer tools • Advanced Excel skills (for example, dynamic tables, functions, macros, etc.) • At least one year of working experience with relevant construction areas • Experience working in the field of site management, urban settings, other accommodation schemes and/ or educational, capacity building activities preferred • Previous experience with National funding will be considered as an advantage • Proficient in a Microsoft Office environment and office software packages • Knowledge of spreadsheet and database packages, experience in handling of web-based management systems, data consolidation, analysis, and visualization • Proficient use of commonly used IT equipment and the appropriate software solutions • Experience in the management of confidential data and demonstrated the understanding of different data collection methodologies • Familiar with direct assistance to migrants and/or refugees • Strong work ethics and commitment to humanitarian principles • Knowledge, interest and commitment to the IOM mandate in the orderly and humane governance of migration • Excellent interpersonal relationships, including the ability to maintain effective relationships in a multicultural work environment, with sensitivity and respect for diversity SKILLS • Strong interpersonal and communication, writing, drafting and presentations skills • Ability to write in a clear and concise manner • Demonstrated effective organizational skills and ability to handle work in an efficient and timely manner • Ability to develop and maintain effective work relationships with counterparts LANGUAGES • Fluency in Polish • Working knowladge in English TRAVEL REQUIRED • To different renovation sites within Krakow and Malopolskie voivodeship and surrounding areas Required Competencies Values - all IOM staff members must abide by and demonstrate these three values: • Inclusion and respect for diversity: Respects and promotes individual and cultural differences.
