About the Role
Our client is an international manufacturer delivering cutting-edge solutions in defence industry. For our client we are seeking an experienced and strategic General Manager to establish and lead their operations in Kyiv, Ukraine. This role will be instrumental in setting up the local operations and acting as the primary liaison between authorities and the organization’s headquarters. The General Manager will be responsible for ensuring regulatory compliance, developing strategic partnerships, and executing business initiatives in line with business objectives
Key Responsibilities:
Government & Regulatory Affairs
- Serve as official representative to Ukrainian government bodies, regulatory agencies,
- and industry associations
- Liaise with relevant ministries and authorities to facilitate business operations and strategic
- partnerships
- Ensure full compliance with Ukrainian laws, tax regulations, labor laws, and business licenses
- Business Operations & Office Establishment
- Lead the setup of the Ukrainian office, including legal registration, and hiring key
- personnel
- Develop and implement local business strategies, ensuring alignment with global objectives
- Establish and maintain an effective operational structure for business growth in Ukraine
- Execute already launched and initiate new with Ukrainian authorities
Financial & Risk Management
- Identify and mitigate business risks related to regulatory changes, economic conditions, and
- operational challenges
- Manage budgeting, financial planning, and cost control for Ukrainian operations
- Ensure tax efficiency and financial compliance under Ukrainian and international regulations
Stakeholder & Team Leadership
- Build and lead a high-performing local team, fostering a culture of innovation and excellence
- Develop strong relationships with local partners, suppliers, and stakeholders
- Report regularly to headquarters, providing insights on market conditions, regulatory
- developments, and business performance
Key Qualifications:
- University degree and minimum 5-years in a senior management role in Ukraine or Eastern Europe
- Experience in defence industry or government affairs is highly advantageous
- Strong understanding of Ukrainian business laws, tax regulations, and government affairs
- Proven ability to lead teams, negotiate contracts, and drive business growth
- Fluent in Ukrainian and English is a must
