Job Summary

We are seeking an Engineer I to join SAMREF Max Chemicals (SMC) Division of the LTC Business & Project Development Department to develop technical scope of work for Invitation To Bid (ITB) documents, Facility Design Basis document, and technical interface bases (e.g. process rates & qualities to other units, utilities load, plot requirements). In addition, the candidate is expected to Coordinate remote support for additional Process Specialists as-needed to support Licensor selection and technical basis-setting. The Division is primarily responsible for SMC Project Development under This Company In- Kingdom Liquids to Chemicals Program (IK LTC) and drive the development of project assessment, and the delivery of project requirements through FEL I, FEL II and FEL III. SMC capital program is a refinery residue upgrade integrated with petrochemical steam cracker complex to be built in Yanbu, western region of Saudi Arabia. It is a part of This Company In-Kingdom Liquids To Chemicals (IK LTC) program which includes similar projects to be developed at the same time. Engineer I will be part of the Project Development & Technology team reporting to the Manager and work closely with other refinery and chemical engineers.

Responsibilities:

  • Refine and implement Capital Efficiency items identified from previous grassroots steam cracker complexes.
  • Take responsibility for defining the scope bases and technology selection recommendations for the Steam Cracker and C4+ Co-products facility.
  • Provide technical input to LP (Linear Programming) and Economics teams regarding the Steam Cracker and Co-products facility.
  • Define bid slates, selection criteria, and methodology for selecting Steam Cracker and Co-products licensors, with support from the Technologist.
  • Collaborate with the Technologist to recommend adjustments to technical analysis, review analysis conducted by Economic modelers, and make technical recommendations for licensors.
  • Develop, review, and approve Invitation to Bid (ITB) documents, Facility Design Basis document, and technical interface bases (such as process rates and qualities to other units, utilities load, plot requirements) in coordination with the Contractor.
  • Develop a plan for technical readiness for the Steam Cracker and Co-products facility.
  • Coordinate remote support from additional Process Specialists, as needed, to assist with licensor selection and technical basis-setting.

Requirements:

  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Bachelor's degree in Engineering from a recognized and approved program.
  • Minimum of 15+ years of experience in the Refining & Chemicals business with a focus on integration.
  • Previous experience in Project Engineering, Design, and Execution for chemicals plants.
  • Strong capability in providing technical input to LP (Linear Programming) and Chemicals derivative process licensor selection.
  • Experience in Olefins and Polymers technical services.
  • Operational experience in Olefins and Polymers.
  • Knowledge and experience in chemicals derivative process licensor selection and technology analysis.
  • Ability to develop chemical process yields, qualities, and operational expenditure (opex).
  • Experience in developing chemicals facility scope basis.
  • Proficiency in chemicals detail engineering and design.
  • Ability to provide technical input to LP and economics teams.
