We are looking for a Head of Marine Traffic for one of our clients with the following details:
Location: Doha, Qatar
Start Date: ASAP
Contract Duration : 36 Months
Qualification and Experience Required:
- Bachelor or Engineer Degree in Logistics, Freight Forwarding or International Trade, or equivalent diploma plus experience.
- Minimum of ten (10) years in Freight Forwarding operations, maritime imports and exports, transport of conventional and unconventional goods, including dangerous goods.
- Knowledge of and proficiency in the techniques of identifying, analyzing, and resolving transportation and logistic problems.
- Knowledge and experience in customs clearance procedures and operations, and associated documentation.
- Demonstrates sound written and verbal communication skills with the ability to communicate at all organizational levels, in particular when at Site.
- Experience with Contractors, Sub-contractors and Vendors involved in the oil and gas industry.
- Demonstrate ability and sensitivity to work with people from a variety of cultural backgrounds.
- Experience with worldwide Logistics and Freight Forwarding organisations.
Job Purpose
- The position is in charge, under supervision of Logistics Division Manager, of all logistics marine activities related to cargo transportation of the EPC Contractor(s), from building and maintaining a reverse planning of cargo transportation, to monitoring the EPC Contractor in vessels' booking and vetting, to timely issuance of all required shipping and clearance documentation, to coordination with Port Authorities for efficient berthing schedule.
- The position shall interact daily with Procurement and Logistics departments personnel of EPC Contractors, and any other relevant third party.
- The position includes a close coordination and interaction with Port Authorities at location and Road Transport Authorities.
- The position includes a close coordination and interaction with the Project Head of Planning and Planning/Schedule Specialist(s) in order to keep control on the schedule and key Project and Progress Milestones.
- The position is responsible to initiate, maintain and publish regularly all relevant Key Performnce Indicators necessary to assess the best performance of the operations.
Key Accountabilities
(Duties include but not limited to)
- Develops and maintains a transportation plan and associated schedule to monitor permanently the delivery of all type of material and equipments (critical, non critical, conventional, bulk, HLO, SHLO).
- Interfaces and coordinates as often as necessary with port authorities to build and maintain an integrated vessels berthing schedule, incorporating all Projects and Constructions prioities and constraints.
- Develops and maintains all peformance indicators related to marine traffic and shipments, adapt permanently the Key Performance Indicators to each phase of the project, and issues the associated dashboard.
- Develops and maintains cordial relationships with transportation organizations and authorities, to assure effective handling of shipping, including the aspects of customs, export / import matters and foreign government regulations.
- Works with the EPC Contractors to identify and implement transportation techniques for the purpose of moving project materials and equipment in a safe and efficient manner.
- Coordinates daily with the Lead Road Traffic to ensure the timely mobilisation of transport equipment, in order to ease and expedite vessels' offloading.
- Provides advice and support to EPC Contractors on freight forwarding and logistics strategy and programs for all type of cargo.
- Maintains permanent watch on Marine logistic trends and global organization in order to monitor and anticipate delays in equipment deliveries.
- Initiates a database to monitor logistic trends and up to date information regarding freight market (cargo vessel availability, crew availability and vessel berth plus rates).
- Promotes and uphold safety, health, environmental and worker welfare performance of all logistics execution activities being implemented by the EPC Contractors.
Reporting and Relationships
- This covers the job title the job reports to, the number of direct reports and total headcount, and key internal and external relationships.
- The position reports to the Logistics Division Manager and will have delegated authority to work with and direct the EPC Contractor, as required, on all works, activities and coordination pertaining to logistics marine operations.
- The position may be acting as deputy of the Logistics Division Manager.
Internal
- Regular interface with the Project Managers and their direct reports in areas such as: Procurement, Planning and Scheduling, Engineering, Site Construction, Safety and Quality
- Regular Communication with project Construction Team
External
- Daily contact with EPC Contractor(s)
- Daily contact with Port Authorities
- Regular contact with Qatari and 3rd Party Transportation Authorities
- Regular contact with company and EPC's (EPC1, EPC2, EPC3 & EPC4).

- Large, "one of a kind" complex suite of projects.
- Large construction scope with significant quantities to be safely transported worldwide and stored prior to erection
- "Start with end in mind" Project across all 5 projects to ensure that Logistics (land, air, sea) for equipment, material and people do not become a bottleneck that creates delays in the planned completion and start-up schedules.
- Working with EPC Contractors to be inventive on Marine Logistics execution and methods, and bring experience from freight forwarding industry.
