The incumbent should leverage their technical expertise to extend the renewable services offering capabilities of and should have a strong focus on the technical development aspects of the business, as well as being versed in estimations and tender compliance. High Voltage Electrical Engineer (HV Engineer) must be prepared to work offshore.

REPORTING STRUCTURE
Report directly to Offshore Installation Manager Level 3 Rope Technician Supervisor when conducting work on an offshore project.
Secondary reporting to Termination and Testing Senior Project Manager (onshore).
Tertiary reporting to Operations Manager.
Co-operative reporting to HSE and Quality Assurance Department.
General engagement with Finance, HR and IT Department where required.
JOB PURPOSE
This job description serves as the minimum indicator of work expected to be performed by a Test Engineer. It is expected that the person in this position will apply his/her skills, aptitude, training, and experience in a cross-functional and multi-skilled manner to ensure the optimum use of his/her abilities to the advancement of the business.
The High Voltage Electrical Engineer (HV Engineer) may be instructed to carry out tasks and duties that are not specifically mentioned in this job description or in the scope hereof.
Perform electrical testing, commissioning, and repairs as required.
Undertake stand-by and travel/work globally, both onshore/ offshore as required.
Review project specific procedures and apply subject matter expertise where applicable.
Generate sound and applicable procedures, reports and templates within his/her capability.
Provide technical support and guidance to onboard electrical technicians.
Ensure that the electrical systems on offshore platforms and wind turbines will run safely and efficiently when system is commissioned at project completion stage. Oversee the installation process alongside the Client Engineers/Representatives and technicians and conduct pre and post-testing steps of the submarine electrical power systems.
The High Voltage Electrical Engineer (HV Engineer) shall consider factors such as extreme temperatures, humidity, saltwater, and high winds when conducting High Voltage (VLF – Very Low Frequency) testing on the HV system. He/she shall communicate with Client Engineer/Representative to ensure that the system can handle the high voltage testing requirements set out by the client.
DUTIES, RESPONSIBILITIES AND AUTHORITIES
LEADERSHIP
Motivate subordinates through participation in decisions and communication regarding matters that concern them.
Ensure complete familiarity and understanding of the project documentation, contract document and tender submitted.
Planning: Project, safety, site work, sub-contractors etc.
Site establishment.
Control subordinates and implement overall instructions given by Senior Termination & Testing Project Manager.
Oversee installation of cable and associated accessories.
Co-ordinate material requirements.
Fulfil maintenance requirements for all testing equipment.
Monitor and control site security.
Conduct final HVAC testing and handover of project.
Troubleshoot complex electrical problems quickly and efficiently, think creatively and come up with innovative solutions to problems.
Envision smallest issues with electrical systems and take steps to address them before they become bigger problems.
SAFETY
Verification:
Verify and understand project safety compliance through developing an in depth knowledge of the clients’ HSE policies and procedures.
Verify staff are complying with all HSE, QA, employer and client policies, testing procedures and standards.
Verify and inspect of templates and registers assigned to specific duties as listed above.
Inspection of documentation:
Update and maintain the department risk register and ensure daily TBT’s, progress reports and site file documents are recorded, and submitted timeously.
Maintain a good working knowledge of the provisions of pertinent acts and regulations, as well as other legislation, which may have relevance for your responsibilities.
Facilitate and prepare required risk assessments, method statements,and termination and test plans being completed and signed.
Compliance:
Compliance with all internal safety requirements and procedures as well as in the offshore environment. Offshore electrical engineers must be knowledgeable about safety regulations and procedures at all times.
Overall responsibility in terms of site testing and safe working practices on site when testing cable systems.
Represent employer at client HIRA meetings, safety walks, and HSE meetings.
Direct the workforce in safe working practices and housekeeping as laid down in the Construction Regulations code of practice, the relevant OHS Act and ISO 45001 Safety Management System.
Continuously upgrade subordinates’ safety, health and environmental awareness and competence through training as per the training procedure.
Maintain an acceptable level of own physical fitness.
Be adaptable to work in the challenging offshore environment.
Participate in safety drills and meetings as required.
Maintain or develop safe working procedure for all International testing scopes.
Maintain and monitor workplace discipline and morale.
Intervene with respect on all near misses, incidents and non-compliances observed.
Authority:
Intervene in all non-compliances observed.
Have the authority to stop work when hazardous conditions or at-risk behaviours are observed.
Have the authority to intervene when unlawful instructions are given.
Have the authority to remove people from a worksite should their actions or behaviours be deemed a risk to the activities / project.
QUALITY
Work with existing standards and quotations and assist with preparation of tenders and quotations in line with best work practice and standards.
Develop in conjunction with the QA/QC Manager a quality assurance methodology that can be applied to the work performed.
Monitor project personnel for conformity and compliance to client-specific quality standards.
Implement QA procedures and make use of resources to achieve and maintain the specified quality.
Encourage quality awareness for work among the personnel in the section with appropriate instructions, communications, and training in accordance with procedure.
Continuously monitor the quality of processes and systems by means of analysis and initiate and verify corrective and preventative action if required.
Implement documentation of the quality management system within scope of control.
PRODUCTION
Targeting the best performance in term of quality, cost and delivery time.
PLANNING AND SCHEDULING
Attend safety meetings at job site, office, or Microsoft Teams.
Proficiency and experience on a wide range of work-scope/client specific related equipment, tools and methodology, and read and understand technical drawings and material lists.
Liaise with Client Representative daily regarding project schedule.
Follow I-Auditor as per client ITP (Integrated Task Plan).
Complete Daily Diary Reports and Testing Reports.
Complete Health and Safety compliance to specific Task Risk Assessment and
permit conditions.
FINANCIAL
Report weekly back to Head Office (Senior T&T Project Manager) regarding site operations, schedule changes and scope completions which could influence financial testing.
