Home Office Pre-Commissioning and Commissioning preparation

We are looking for a Home Office Pre-Commissioning and Commissioning (PC&C) preparation for one of our clients with the following details:

Expected start Date : 02/09/2024

Location : Paris, France

Contract Duration: 12 months

Number of days worked a week : 5/7

Number of hours worked a day : 8

Status: Resident

Qualifications & Experience Required

The services to be performed by The SUBCONTRACTOR require the following skills and experience:

• Engineer with Master Degree
• Field of expertise in Pre-commissioning and commissioning with a Process Engineering Background (Min 3 years)
• Knowledge of the softwares: MS Offices, PDF or bluebeam, 3D model tools, Optional: Completion tools (Icaps, Easyplant or others) and/or Process simulations tools (Hysys, Flarenet…)
• Practical-minded with excellent organization/ leadership and interpersonal skills.
• Must have previous experience on Onshore or Offshore Oil & Gas Industry in a similar or relevant position and segment.
• Must have preliminary site experiences and knowledge to understand risks and opportunities related to site activities and brownfield constrains.

Activities

• Ensure preparation work is executed with quality and respect of PC&C schedule, Budget and contract during FRONT END ENGINEERING DESIGN (Prior EPC) in PARIS OFFICE CENTER.
• Report any technical finding or potential safety issue to the hierarchical manager.
• Coordinate with the different engineering disciplines involved in project design to ensure PC&C requirements are incorporated in detailed design.
• Write up and update of Precommissioning and Commissioning Strategy, procedures, method statements and technical studies. Incorporation of Project and Client comments if any.
• Elaborate Precommissioning and Commissioning sequence to align NFW requirements and COMPANY constraints (Utilities Tie-ins, line cleaning interfaces, blowing, functional prerequisites…).
• Elaborate Completion & Handover strategy of NFW - maintaining COMPANY delivery in progress. Define scope by Construction Work Areas and preliminary systemization.
• Preparation of Technical studies for Key PC&C activities such as Steam blowing, Cooling water commissioning, Refractory dry out, Fuel gas in, chemical cleaning etc… to review of estimate quantities to support call for bid for subcontractors/Specialized subcontractors.
• Preparation / Review of Scope of work for Precommissioning and Commissioning Subcontractors and Review of offers.
• Liaise with Company representatives, suppliers, subcontractors to ensure good cohesion and efficient communication between project teams
• Highlight any potential work process

Note: The PC&C engineer will work in daily collaboration with our onshore activity manager. Spot visit of site in Qatar may be considered (2 weeks max)

Tasks

• Review & comment PFDs, P&IDs and discipline drawings to provide commisisoning and start-up inputs & technical requirements.
• Define Preliminary Systems List to support schedule preparation
• Develop commissioning sequence and work with planning team to build detailed level 1 and 2 PC&C schedules.
• Support subcontracting team in definition of site subcontracted activities Scope of work, Roles and responsibilities.
• Develop method statements and project procedures associated to commissioning and start-up activities.
• Participate to supplier clarification and bidding process to ensure commissioning and start-up requirement are considered in design.
• Coordinate with the different disciplines involved in project execution and participate in key multidisciplinary reviews such as 3D model, HAZOP and PID reviews etc. to ensure all commissioning requirements are properly addressed in engineering documentation
• Prepare Precommissioning/ Commissioning Specifications and Procedures along with the progress of engineering and in line with Contractual requirements and Project standards
• Elaborate and develop lists of vendors, spare parts, tools, consumables and temporary equipment to support Estimation of PCC Costs.
• Review Engineering technical specifications and supplier documents
• Prepares / provide inputs to technical workshops and weekly / monthly progress reports of PC&C activities
