Our client is seeking an HSE Analyst 1 to be a member of their HSE Department. The HSE response planning team provides management oversight of Emergency Response Preparedness programs and is responsible for overseeing the Companys compliance programs regarding spill prevention, security, and emergency response plans for storage facilities associated with pipeline, truck, rail, gas, and barge.
Roles & Responsibilities
Plan, organize, and oversee the Companys emergency response plans compliance program:
oConduct periodic reviews of response plans
oOversee the gathering of required facility/pipeline information and other data to allow for the preparation of plans
oMonitor compliance deadlines
oDirect and evaluate the work of consultants on a periodic basis
oAnalyze and evaluate the Companys current SPCC/FRP/EAP/OSRP/DOM compliance program operations, develop and implement corrective action to resolve problems needed to comply with federal and state (as applicable) requirements for response plans
oManage Fire Plans, Trucking Plan and other plans as required
oManage the Qualified Individual (QI) program and conduct quarterly exercises in accordance with applicable regulations
oManage distribution of response plans to internal and external stakeholders
oFacilitate Companys mass notification system
oAssist in audits
Assist in Company Tabletop Exercises and Drills:
oParticipate in large-scale Tabletop Drills
oPresent and facilitate response plan training and practicums at Tabletop Drills
oFacilitate additional company drills (i.e. Disaster Recovery Drill, QI Drill)
Develop and maintain a good working relationship with all applicable regulatory and government agencies and company personnel
Employee will be part of the Emergency Response Team and may be required to respond to the field and perform emergency response activities with little notice
Requirements
Requires a 2-year college degree or 2 years minimum experience of work experience that provides knowledge and exposure to fundamental skills, principles, and concepts
Must have general knowledge of the Clean Water Act and specific knowledge of SPCC, OSRP, and FRP regulations (EPA, PHMSA, and USCG)
Basic knowledge of TSA, MTSA, and other security programs a plus
Basic knowledge of Fire Protection Plans a plus
Basic knowledge of petroleum storage and transportation facilities
Has in-depth knowledge and experience. Is capable of working cross-functionally within the Emergency Response and Security Management team
Depth of knowledge in own discipline applied to a wide range of situations and regulatory requirements
Works independently; receives minimal guidance, usually determines own work priorities
Solves moderately complex problems; breaks down the problem into parts; uses different perspectives on existing solutions
Interprets business partner needs, assesses requirements, and identifies and implements solutions
Must have good organization skills working with project tracking programs and spreadsheets and written and verbal skills
Must have experience working with regulatory agencies and be able to provide required support to other organizational departments
Read, write, and speak English fluently
Proficiency in Microsoft Office Suite
Legally authorized to work and travel in the United States and Canada
Cleared criminal history (background) and satisfactory reference checks
Compliance with the Companys drug and alcohol policy including pre-employment D&A testing
