Job Title: HSE Specialist
Location: Midland, Texas
Position Type: Full-time
Summary:
The HSE Specialist plays a crucial role in supporting the implementation and maintenance of Policies and HSE procedures at various field sites. This pivotal role involves conducting inspections, audits, and training sessions to ensure compliance with regulatory requirements and company standards. It also supports hazard identification and risk management for the job sites and maintains the Operator Qualifications.
Key Responsibilities:
- Conduct Site Inspections and Audits to ensure compliance with HSE standards and Onward Safety Directives.
- Develop and communicate the HSE procedures and Safe Work Practices.
- Assist in the development and delivery of the HSE training.
- Ensure that all personnel are adequately trained in emergency response procedures.
- Assist the Site in identifying the hazards and ensure the controls are adequate.
- Participate in investigating incidents and near-misses, including conducting the RCA and ensuring all findings are closed out.
- Work closely with HR in worker’s comm and work-related injury/illness.
- Track and analyze the incident data to identify trends and areas for improvement.
- Maintain the Safety Data Sheet (SDS) and communicate with the site/project personnel.
- Assist in preparing and submitting regulatory reports and documentation, including OSHA logs and BLS statistics, and participate in regulatory audits as required.
- Ensure the crews submit observation and intervention (OID) cards and track them in the register.
- Support the Site in the employee recognition program.
- Implement the HSE Activity Plan and implement all relevant activities.
- Maintain accurate and up-to-date HSE records and documentation.
- Capture the weekly and monthly man-hours for the Sites.
- Coordinate and maintain the OQ and ensure the client requirements are met as required.
- Ensure all relevant HSE tools and PPE are available to support the Sites.
- Ensure HSE meetings such as TBT and weekly/monthly meetings are conducted as scheduled.
Qualifications
- Bachelor’s degree in occupational health and safety, Environmental Science, Safety Engineering, or a related field.
- 2-6 years of experience in HSE roles, preferably in the pipeline, construction, or fabrication.
- Strong knowledge of HSE regulations, best practices, and HSE Management System.
- Excellence in communication and interpersonal skills.
- Proficient in Microsoft Office.
- Ability to work independently in the field and office environment and be part of a team.
- Strong analytical and problem-solving skills.
- Certification in HSE-related discipline is a plus.
- Willingness to travel to various field sites as required.
- Dual is a plus (English and Spanish).
Working Condition
- The role involves significant fieldwork and site visits.
- Must be able to work in varying environmental conditions.
- Flexibility to work outside of regular business hours when necessary.
