Job Description and Tasks: The contractor personnel will provide A&AS support to the J61 Architecture and Engineering Division to ensure the Command's IT architecture and engineered IT solutions meet or exceed documented requirements and are effective and suitable for USSTRATCOM. Tasks performed by the Contractor will assist Government decision making processes on the best way forward for IT rationalization, modernization, and sustainment actions.

Job Requirements/Required Skills:

  • Senior-Level Information Systems Engineer with specialized knowledge, skillsets, and experience in creating, sustaining, modernizing, and integrating Enterprise-wide Compute, Storage, and Backup solutions utilizing new techniques and software defined approaches for Infrastructure and Platform as a Service (IaaS / PaaS) structures.
  • Familiar with latest industry tools and technology supporting the management and operations of data processing, storage, and backup, utilizing technical knowledge and industry standards in designing and configuring IT systems in on-premise datacenters supporting USSTRATCOM infrastructure, business processes, and operations.
  • DoD-Cloud engineering experience is highly desired.
  • Technical certifications in relevant Information Systems pillar (Compute, Storage, and Backup capabilities) is highly desired.
  • A minimum of ten (10) years’ experience as a Systems Engineer with documented experience supporting SE Processes and associated Technical Processes which include: Requirements Tradeoff, Architecture Design, Cost Estimation, Technical Assessments, Technical Planning, Configuration Control Boards, Capabilities Based Assessments, Integrated Baseline Review, Lifecycle Sustainment Planning, Information Assurance/Cybersecurity, Requirements Traceability, Statement of Objectives or Work, Systems Engineering Plan, Work Breakdown Structure, and Technical Audits.   • Requires documented Project Management skills with a minimum of two (2) years of monitoring, managing, and assessing progress of complex IT projects. In lieu of Project Management experience, a Project Management Professional (PMP) certification can be substituted for one (1) year of Project Management experience.
  • Documented training or experience relevant to designing, deploying, and maintaining systems and capabilities that comply with DoD cybersecurity policies and regulations. Major driving policies include DoD 8500 series Directives and Instructions (Cybersecurity / Information Assurance / DoD Information Assurance Certification and Accreditations Process / Risk Management Framework), DoD 8100 series Directives (Cyber Workforce), and CNSSI 1253 (Security Controls for Security Systems). In lieu of specific DoD cybersecurity policies and regulations, candidate can articulate training and experience with relative Commercial / Industry level cybersecurity policies and regulations.
  • As USSTRATCOM matures the DoD-D 8140 Cyber Workforce program, Contract team members may be subject to Cyber related certification requirements. If directed by the USSTRATCOM 8140 Cyber Workforce Manager, Contract team members will be required to obtain certification meeting 8140 series requirements within 6- months of notification. Associated training and certification costs will be at the expense of the Contractor to obtain required certification. If personnel cannot meet certification requirements, the Government may direct removal of personnel from the Contract team.
  • A minimum of five (5) years' experience demonstrating written and oral communication skills including developing and presenting complex written products and oral briefings for senior leaders at the O-6/GS-15 level or higher.

Desired Skills:

  • DoD-Cloud engineering experience is highly desired.
  • Technical certifications in relevant Information Systems pillar (Compute, Storage, and Backup capabilities) is highly desired.

Education:

  • Master’s degree in any engineering discipline or Computer Science can be substituted for six (6) years of SE experience.
  • Bachelor’s degree in any engineering discipline or Computer Science can be substituted for four (4) years of SE experience.
  • In lieu of Project Management experience, a Project Management Professional (PMP) certification can be substituted for one (1) year of Project Management experience.
