IT Project Resource Manager

BASIC FUNCTION:
Manage IT Project resources, vendor relationships, services and contractual portfolio to ensure continuity of services and resources; compliance with IT and corporate guidelines; and overall project success for IT. Coordinate with other IT Project Managers in the overall management of IT related projects, working to help define of project scope, gather business requirements, define project deliverables, create and manage project documentation, create and manage project timelines. Maintain and track project resources, services, and activities. Map resources to team members, manage project risk in relation to assigned resources and track over the entire project lifecycle. Assist with ESD Disaster recovery efforts and provide technical assistance in any other area of IT as directed by department managers.
WORK PERFORMED:
- Assign and manage IT resources to ESD project teams ensuring continuity of services.
- Track project resource and service contractual funding and expiration dates to identify and mitigate project risk.
- Manage IT vendor relationships to ensure resource availability throughout the project lifecycle and scope changes.
- Review and oversee IT RFP, Procurement Opportunity Advertisements Approval, Notices to Proceed, Contract Reporter Exemption Requests and Directors Materials.
- Assist with obtaining all IT procurement documents from selected IT vendors after bid submissions.
- Monitor and Manage the IT procurement contracts dashboard in PeopleSoft.
- Review and approve IT commitment/purchase request packages to ensure compliance with ESD’s Procurement Policy.
- Oversee the Procurements of goods and services within IT.
- Audit IT invoices against executed contracts and purchase orders.
- Work with the PeopleSoft Functional Analyst to scope and test new functionality within PeopleSoft.
- Assist with planned PeopleSoft upgrades, testing during implementation and managing resources to maintain continuity of services and project success.
- Assist in analyzing business requirements and developing project plans.
- Assist in managing changes to project scope, resources, schedule and cost, ensuring resource availability.
- Assist in conducting risk assessments for projects and developing detailed plans for managing those risks.
- Aid in the creation and maintenance of project documentation
- Liaise with other project managers, end users and 3rd party vendors in support of project goals.
- Assist in the monitoring and tracking of all progress and action items on all projects, including monitoring resources, dedicated services, budgets, change requests and deadlines.
- Preparing reports for ESD management and other stakeholders
- Assist with IT Disaster Recovery efforts, testing and documentation when needed.
- Perform other related duties and / or projects as directed by IT Management

MINIMUM REQUIREMENTS:
- Education Level required: BA in an IT related discipline with minimum of 3 years’ experience in related field; Or a 2-year degree with a minimum of 5 years’ experience; Or, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
- Relevant experience required: Experience in an IT procurement related role a plus. Familiarity of Information Technology 3rd party resource requirements, Strong problem-solving skills. Ability to analyze data and develop detailed reports Knowledge required: Familiarity with IT’s current Project Management tools and budgeting system.
- Experience in contract auditing and PeopleSoft Financial System
- Experience with Office 0365, Excel and budgeting tools. Ability to work with a diverse group of people at both a functional and technical level and communicate at a level appropriate to audience; Ability to work both independently and as part of a team; Strong written and verbal communication skills.
