Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Job Summary
As a Fuel Distribution Systems Manager, you will be responsible for overseeing the efficient operation of both retail and bulk fuel facilities. In this role you will ensure compliance with all contractual obligations, manage daily fuel operations, and guarantee that safety, environmental, and performance standards are consistently maintained. You will lead a team, handle scheduling, performance management, and disciplinary actions while ensuring timely fuel receipt, storage, and distribution. You will also be involved in managing preventive maintenance, inspections, and safety training to uphold the highest levels of fuel system integrity and operational efficiency.
Roles and Responsibilities
- Oversee the daily operations of retail and bulk fuel distribution, ensuring compliance with contractual requirements and service-level agreements.
- Manage fuel receipt, storage, and issue processes, including calculating tank capacities, maintaining required fuel levels, and completing necessary documentation.
- Ensure accurate preparation, review, and submission of all fuel-related reports and documents, including receiving and issuing documents.
- Monitor fuel quality, reviewing inspection samples for factors like gravity, flashpoint, and water content.
- Ensure compliance with Health, Safety, and Environmental (HSE) standards, conducting regular safety training and reviews.
- Oversee preventive maintenance and repairs on all fuel systems, ensuring completion of calibration for test, measurement, and diagnostic equipment.
- Maintain environmental responsibility by ensuring proper management of fuel spills, water contamination, and other environmental risks.
- Manage direct hire and subcontractor personnel, including scheduling, performance appraisals, and disciplinary actions.
- Lead a fully operational workforce, fostering teamwork, and ensuring high-quality customer service.
- Conduct inspections of fuel accountability and quality management processes and procedures.
- Provide expertise in military fuel equipment and operations.
- Ensure all records and documentation are completed accurately and timely.
- Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Requires a Bachelor’s Degree and at least 8 years of directly related experience. A High School Diploma or equivalent and an additional 4 years of experience may be considered in lieu of a degree.
- Must have at least 3 years of Team Lead / Supervisor / Management experience.
- Requires extensive experience and knowledge of U.S. Military fuel operations and equipment, including M969/M970 Fuel Tankers, M978 HEMTT, and 350 GPM pumps.
- Must be familiar with U.S. Military tactical fuel distribution systems and fuels accountability paperwork.
- Must have a 40-Hour HAZWOPER Certification.
- Requires intermediate computer skills and knowledge of the MS Office Suite (Excel, Word, PowerPoint, Outlook).
- Must be fluent in English (reading, writing, speaking).
- Requires effective problem-solving skills.
- Strong verbal and written communication skills.
- Must be able to lift heavy objects up to 70 pounds on a frequent basis.
- Must be able to lift, crouch, bend, reach and climb in all weather conditions.
- Must have a valid Commercial Driver’s License (CDL) with HAZMAT Endorsement.
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Qualifications ( Education, Experience, Skills, and Certifications)
- Knowledge of Bulk, Retail, and FARP (Forward Area Refueling Point) Operations.
- Possession of or ability to obtain Commercial Driver’s License (CDL) with Hazmat endorsement.
- Possession of or ability to obtain a 40-Hour HAZWOPER (Hazardous Waste Operations and Emergency Response) certification.
- Strong knowledge of military fuels accountability paperwork and management procedures.
