Job Purpose
The purpose of this position is to contribute to the design, development and manufacturing of world class rail products and services vital to our customer’s needs through the application of specialized knowledge, skills, and abilities. Work involves very high level of independent judgement, decision making, and creativity.
This position is responsible to maintain, develop, and support the assigned engineering department. Responsible for managing a team of engineers working on design, development, integration, implementation, and testing of Progress Rail products, primarily including traction motors, wheels, combos, axles but also includes manufactured parts, electrical systems, core engine components, locomotive controls, software, etc.

Key Job Elements
• Participates in the selection of new employees;
• Trains, develops, assigns work to and evaluates direct reports;
• Monitors timely completion of assigned tasks and projects;
• Responsible for overall departmental planning, objectives and metrics;
• Manages a team of engineering personnel within assigned division to ensure product quality and reliability and continuous improvement;
• Oversight of all engineering support for WACT/ Electrical Rotating Group to ensure reliability;
• Develops comprehensive project plans and technical systematic solutions for engineering development;
• Coordinates with Design Engineering to incorporate lessons learned in the reman operation;
• Measures project performance using appropriate testing, technology, tools and techniques;
• Develop testing that meets or exceeds IEEE standards on Electrical Rotating Equipment;
• Develop and Manage data on remanufactured products to include but not limited to, life span, age of components, average failure rates and other;
• Coordinates with Quality on reviewing and updating common travelers and work instructions;
• Coordinates with suppliers, manufacturing, and quality engineers to resolve manufacturing and quality issues to keep product delivery on time;
• Assists in the definition of project scope and objectives; maintains relationship with relevant stakeholders;
• Manages changes to Project Scope, Schedule, and Cost with appropriate methods and techniques;
• Performs Risk Management;
• Coordinates with functional managers to acquire resources to execute project tasks/deliverables;
• Forecasts team workload and schedule; develops strategies to address resource constraints; promotes teamwork and shares workload;
• Reviews technical documents, simulations, and analyses; provides guidance on design iterations;
• Attends order meetings, develops resource estimates, manages weekly production order tasks, and manages team to meet requirements;
• Manages training requirements and processes to ensure the team is able to accomplish the tasks;
• Manages Engineer staff to ensure properly trained and succession planning is considered;
• Leads executive sponsored programs that support the Progress Rail internal vision;
• Performs additional job-related duties as assigned.
Education / Training
Required:
• Bachelor’s degree in Engineering.
Preferred:
• MBA.
Qualifications and Experience
• Experience managing technical employees;
• Experience in Project Management tools and techniques; demonstrated experience in managing a team of engineers in development and design needed to meet railway industry needs; proven project management experience with engineering development of complex engineering solutions;
• Experience with embedded systems; knowledge of system domain and system engineering methods;
• Extensive knowledge with Association of American Railroads (AAR) specifications and regional industry standards a plus; experience with ISO requirements and OEM Wheelsets;
• Requires a thorough knowledge of CPS processes and tools, machine shop operations, equipment, and processes, plus familiarity with materials and quality objectives;
• Supervisor and/or Manager training; ability to work together in a team environment; ability to manage a diverse workforce;
• Proficiency in tools: MS Project or Liquid Planner, MATLAB, Simulink, dSPACE, TI DSP, PSIM, CANalyzer, CANape, CAT-ET, Perl, Python, SourceTree, Jira, Git, IBM Rational, Peer Review Complete, EN5012X RAMS, PLC 5-5000, Teamcenter, etc. as appropriate to the position;
• Strong communication skills, both written and oral; able to create detailed specifications, procedures, and technical reports;
• Strong proficiency with MS Office tools (Outlook, Excel, Word, PowerPoint) and Blueprint reading.
Preferred:
• Thorough understanding of complex mechanical and/or electrical concepts;
• Work history in settings with manufacture of complex, highly engineered products;
• Previous locomotive familiarity with Wheel Axle Combos and Traction Motors;
• Background in technical areas related to locomotive build: Electrical, Mechanical, Welding, Test;
• Formal Training in CI methodologies, Lean.
