Program Summary
The Marine Corps’ Maritime Prepositioning Force (MPF) and Marine Corps
Prepositioning Program has been operationally invaluable in supporting our Nation’s interests across the world. This unique program provides the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps’ Prepositioning Program enables the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units
forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF is keystone in the Marine Corps’ capability for setting the conditions for security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfil their role and responsibility as our Nation’s force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum – including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs
provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.
Job Summary
The scope of this position is to manage the people, equipment, and resources in the execution of the maintenance production of Marine Corps Prepositioning Program – Philippines (MCPP-PHIL) Task Order to include the development and enforcement of maintenance policies and the resourcing and allocation of people, equipment, materials, and budget. The MCPP-PHIL Logistics Support Manager will report directly to the MCPP-PHIL Project Manager.
Initial training for this position and onboarding will occur in Jacksonville, FL with follow-on USMC Contractor Replenishment Cell (CRC) training for ultimate placement in Subic Bay, Philippines
Roles and Responsibilities
- Develop and maintain a competent and complete maintenance program that follows the contract Statement of Work and adheres to Marine Corps policy and procedures.
- Execute logistics, plans, and work schedules.
- Formulate administrative and operational policies and procedures.
- Review invoices and requisitions to plan work activities.
- Direct and coordinate maintenance management administration and support systems and technical publication reference library.
- Correlate maintenance operational requirements with program plans to ensure requisite support is provided in a timely and accurate manner.
- Identify specific requirements for money, manpower, materiel, facilities, and services needed to support the Marine Corps Prepositioning Program (MCPP).
- Develop and/or revise effective equipment maintenance programs and techniques.
- Recommend capital expenditures for acquisition of new equipment to increase efficiency and services.
- Approve requisitions for equipment, materials, and supplies within budgetary guidelines.
- Ensure compliance with personnel and administrative policies, procedures, and government regulations.
- Enforce worker compliance with established safety regulations, and method and procedures for handling and storing various equipment parts/components.
- Prepare technical reports and correspondence, identify problem areas/deficiencies, and direct clerical personnel in the preparation of reports and record-keeping activities.
- Plan and manage human resource activities within assigned area of responsibility, and within an organized labor union environment.
- Recruit and hire employees. Supervise direct reports. Establish performance objectives/goals. Monitor employee progress against goals.
- Determine salary actions, promotions, transfers, or other related personnel transactions.
- Maintains MCPP ISO policies and procedures and ensure on-going compliance with such.
- Perform other duties as assigned.
Basic Qualifications
- BS degree in business or another related field.
- In lieu of a degree, a combination of college credits, professional certification, formalized training, or education, and directly related work experience may be considered.
- Fifteen years of progressive experience with specialized knowledge of maintenance and logistic support activities involving motor transportation, engineering, ordnance, and communications equipment, including ten years in a management capacity involving various aspects of cost/schedule controls, performance monitoring, report writing, program planning and customer interface.
- Must be a U.S. .
- Must possess a valid state Motor Vehicle Drivers’ License.
- Must be able to obtain and maintain a Department of Defense secret security clearance.
- Must possess or be able to obtain a U.S. Passport.
- Applicants must be able to pass an FBI Background investigation with no criminal, civil, or security violations.

Must be able to obtain a work visa and an Alien Employment Permit for the Philippines.
Qualifications
- Understanding of Marine Corps policies, regulations, and orders.
- Industry Certification.
- Automation and Scripting.
- Working knowledge of military storage procedures.
- Working knowledge of general maintenance procedures for military tactical equipment and supplies.
- Strong written and oral communication skills.
- Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
