Manager of Planning and Special Projects

Position Summary:
Work with the Director to assist in planning, directing, coordinating and leading activities for special projects and signal maintenance to ensure that goals, objects and all elements of the projects are accomplished within the prescribed timeframe and funding parameters.
Primary Duties and Responsibilities:
- Managing public/private projects, protect company interests, serve as liaison on City and State projects, participate in meetings and make recommendations to senior leadership.
- Plan and provide overall management of projects in terms of labor, materials, scheduling and equipment for all capital projects (outside of regular maintenance).
- Manage signal program and signal contractor
- Work with Director of Track to ensure contractor’s work forces are properly trained and meet all FWWR safety and operating rules.
- Develop and manage flagging agreements.
- Recommend and execute pro-active risk reduction projects or efforts.
- Survey and recommend industry “Best Practices” and technologies.
- Perform physical inspection of signal maintenance projects with contractor to ensure quality work and accurate estimates.
- Work with signal contractor to make sure that all billing is correct and paid in a timely manner. Manage 3rd party billing on special projects and flagging.
- Work with Director of Contracts to review engineer specifications for agreements and outside entities.
- Prepare, review and develop scope of work for capital projects
- Recognize and solve potential problems and evaluate project/program effectiveness.
Additional Responsibilities:
- Operate company vehicle in a safe manner to travel to work locations as required
- Reperesent FWWR at local meetings (i.e. zoning meetings)
Basic Qualifications and Requirements:
- High School Diploma or GED
- Valid Texas Driver’s License.
- Five years of experience in civil engineering, track construction or other similar work experience
- Read and comprehend safety manuals, operating and maintenance instructions, drawings, schematics, engineering plans and procedure manuals.
- Must be 213 certified
- Read, write, and communicate (speak, hear, and understand) in English.
- Work outdoors in all weather conditions.
- Lift and carry up to 50 lbs. frequently.
- Use hands to perform activities involving holding, grasping, turning, and pulling.
- Perform work on uneven surfaces; frequently walking on uneven surfaces safely.
- Work in conditions with loud noise and fumes; work on/around heavy/moving machinery; bend, walk, stand, sit for extended periods of time; and use hand tools.
- Follow safety policies and procedures; wear required personal protective equipment.
Qualifications and Requirements:
- Thorough working knowledge of AREMA, FRA and State, local, federal and industry codes and/or standards and protocols.
- Familiarity with transportation operations

Ability to formulate and work within a business plan/budget

Ability to speak effectively before groups of customers, all levels of Company personnel, and government officials.

Strong communication and interpersonal skills, and strong leadership skills

Proficient with software including Microsoft Office, Excel and project management.

Ability to schedule signal maintenance within an operating plan.

Ability to read and comprehend safety manuals, operating and maintenance instructions, drawings, and procedure manuals.

Certified and trained in investigating personal injuries, derailments and determine the root causes.

Certified in drug and alcohol testing and awareness.
Work Environment:
- Indoors and outdoors on a regular basis in extreme weather conditions (hot, cold, rain, snow,and sleet)
- Environment requires personal protective equipment
- Work around heavy and moving machinery
- Work outdoors in active construction sites
- Capable of working in a shop or field environment, climbing ladders, and walking on unevensurfaces safely
