The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and maritime surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations. CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations. Marine Logistics and Aviation is a geographically dispersed section providing nation-wide logistics support to the ABF patrol vessel fleet. The ABF manages several contracts to support the fleet and provides contract management for the aviation surveillance program, utilised by Maritime Border Command (MBC). The section operates warehouses in Darwin, Cairns and Fremantle, with the Executive located in Canberra. The Marine Logistics and Aviation Section has responsibility for managing a range of complex, high risk high value (HRHV) contracts to provide logistics support to the ABF fleet and to manage aviation (fixed wing and rotary) surveillance capabilities. Please visit our website for more information about the Department of Home Affairs or Australian Border Force Our ideal candidate The ABF is looking to fill the APS6 Assistant Contact Manager position in the Marine Logistics and Aviation Section. Our ideal candidate will contribute to the management of large complex air and maritime surveillance, patrol and response asset In-Service Support (ISS) contracts, managed across a number of high profile sections. The successful candidate will work with respective teams to deliver rigorous contract management, contract administration, financial management, and contractor and branch performance and assurance activities. Our ideal candidate, will be strong and influential communicators with demonstrated experience in contract management or related areas of work, or willing to acquire operational knowledge relevant to the contracts they manage. They will have the ability to build professional, productive relationships with internal and external stakeholders and be able to effectively manage contractor performance against agreed outcomes. Duties and responsibilities The responsibilities of the Assistant Contract Manager will vary depending on the complexity of the contract. Responsibilities may include: Support the management of high risk high value contracts to deliver aerial surveillance and or maritime response capabilities for the ABF; Support the provision of contract management functions including: Contract administration Reports on contract deliverables and financial management Analysis and reconciliation of service level agreement reports Secretariat and governance functions. Engage with colleagues across the Department, ABF, other agencies and external stakeholders to support delivery of contracted services, to ensure achievement of assigned operational support tasks Develop team capability through mentoring and coaching Contribute to change management to align business practices and processes with departmental strategic goals and objectives Contribute to the development of high-level written material including Senate Estimates briefs and Questions on Notice, departmental briefs and correspondence, in relation to sensitive matters Support effective risk management in accordance with the appropriate risk management plan and the Department's risk management framework Demonstrate and foster positive team culture. Additional information Possess or be able to obtain and maintain a Baseline security clearance and an Employee Suitability Clearance (ESC) Strong communication skills including the ability to establish and maintain relationships with internal and external stakeholders Strong representative skills, to ensure both the Department and the contractor achieves all stated aims and outcomes Willingness to undertake training and/or relevant qualifications Certificate IV or Diploma of Procurement and Contracting or ability to attain Experience in administration, business governance, audit or assurance is highly desired, but not essential Sound contract management skills or transferable relevant experience, and a willingness to undertake formal training Experience in the maritime/aviation environment is highly desirable but not essential. The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:   ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
