The Mental Health Consultation Program Manager oversees the implementation, coordination, and evaluation of a comprehensive infant and early childhood mental health consultation program aimed at supporting the social-emotional well-being of infants, children, and their caregivers. This role involves managing a team of consultants, collaborating with stakeholders, and ensuring the effective delivery of services to promote healthy development and address mental health needs in early childhood settings. The Mental Health Consultation Program Manager oversees the implementation, coordination, and evaluation of a comprehensive infant and early childhood mental health consultation program aimed at supporting the social-emotional well-being of infants, children, and their caregivers. This role involves managing a team of consultants, collaborating with stakeholders, and ensuring the effective delivery of services to promote healthy development and address mental health needs in early childhood settings. Requirements:

  • Design, develop, and refine the infant and early childhood mental health consultation program framework, goals, and objectives.
  • Provide direction for the IECMHC team and oversight of all services provided.?
  • Recruit, train, and supervise a team of infant and early childhood mental health consultants.
  • Provide ongoing supervision, support, and professional development opportunities for consultants to enhance their skills and expertise.
  • Conduct direct consultations with caregivers, educators, and childcare providers to address specific concerns related to infant and early childhood mental health.
  • Offer guidance, strategies, and interventions to promote positive relationships, socio-emotional development, and behavioral regulation in children.
  • Develop assessment tools and methodologies to evaluate the impact and effectiveness of mental health consultation services.
  • Collect and analyze data to measure outcomes, identify areas for improvement, and inform programmatic decisions.
  • Maintain oversight of program expenditures to ensure costs are within the approved budget, and inform necessary budgetary changes, modifications, and priorities. ?Exercise appropriate cost control measures.
  • Establish and maintain partnerships with local agencies, organizations, and stakeholders involved in early childhood development and mental health.
  • Conduct outreach activities and community training to raise awareness about the importance of infant and early childhood mental health and promote access to consultation services.
  • Maintain accurate records, documentation, and reports related to program activities, consultations, and outcomes.
  • Prepare regular reports for funders, stakeholders, and governing bodies to demonstrate program impact and compliance.
  • Model the consultative stance and the consultation competencies.
  • Ensure contractual expectations, deliverables, and productivity expectations are achieved.
  • Identify opportunities for program expansion and growth.
  • Contribute to evaluations of staff performance, provide feedback, and support performance/disciplinary actions as needed.
  • Represent the program in various settings and build effective collaborations with community partners.
  • Maintain active clinical license with California licensing board (BBS or BOP) and provide clinical supervision as needed.
  • Facilitate and participate in regular administrative supervision, clinical/group supervision, reflective supervision, team meetings and agency-wide meetings.
  • Participate in training and work towards certification in relevant modalities, as directed by Senior Manager.
  • Other duties as assigned.

Education and/or Experience:

  • Must be licensed with the Board of Behavioral Sciences as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC) -OR- eligible to be registered with the CA Board of Psychology as a Registered Psychologist.
  • A minimum of two years’ clinical experience post-licensure required.
  • Previous experience in program management, supervision, and staff development, preferably in the field of early childhood mental health.
  • At least three years of experience providing mental health services to children zero to five years of .

  • Ability to work independently and collaboratively as part of a multi-disciplinary team
  • Comfortable providing constructive feedback to staff.
  • Strong communication and interpersonal skills, ethics, and demonstrated ability to develop & maintain productive relationships across employee groups.
  • Excellent verbal and written communication skills.

CALM offers a 10% compensation increase upon licensure.

CALM offers a $1-3/hour bilingual stipend to employees that use a second .


The salary range for this role is $89,544-$118,560.


The salary range provided denotes the minimum and maximum rates applicable to the position. Factors influencing the placement of newly hired employees within this range include their specific skills, qualifications, relevant experience, and comparison with existing employees in similar roles. Typically, newly hired employees are positioned below the midpoint of the salary range.
