Roles and responsibilities

he role involves working on projectsassociated with wet infrastructure, i.e. wastewater, stormwater,potable water and recycled water systems, water and wastewatertreatment system, and flood management and water resourcesmanagement studies.

Stantec is looking to hirea NOC Engineer for our Dubai operations. The NOC Engineer will needto coordinate with all Authorities on all NOC applications duringvarious design stages.

Key responsibilitiesfor this position include, but are not limited to:

• Permitting/NOCs inUAE
• Coordinating with local authorities andobtaining all Project related NOC's – Buildingpermits.
• Process the company registrations withthe authorities/developers and services provider and follow up thequalification procedure.
• Attend kick-off andcoordination meetings and provide support during construction NOCfor site issues.
• Reviewing, preparing andsubmitting the NOC applications, and ensure all authorityrequirements are included in the submitted documents to reduceresponse time and eliminate multiplere-submittals.
• Manage the progress of thedrawing with the technicaldepartment.
• Information collection, Design NOCand As-Built drawing, GIS update.
• Coordinatingand following up with UAE Municipalities, DM, RTA and externalstakeholders for Design NOC application, while studying andreviewing the proposals of Pipelines andcorridors.
• Consult with clients and engineeringteam, conduct research for projectrequirements.
• Analyze survey and field data,prepare reports.
• Prepare contract documents andevaluate tenders.
• Collaboration and working aspart of a team
• Work in conjunction with peerengineers to overcome project designchallenges
• Liaise with other discipline teamsand/or teams working remotely from other regions to facilitatecompletion of project tasks
• Liaise withsub-consultants and sub-contractors to facilitate completion ofproject tasks
• Follow safe work practices andadhere to company guidelines and policies for planning andexecuting work in a safe manner
• Complete allwork in line with Stantec’s Core Values and in accordancewith the Stantec’s Quality Systems, Project Qualityprocedures and Health & Safetyprocedures.

• Client Services and StakeholdersManagement
• Organize and attend meetings withclients to collect data and discuss technical solutions andoptions
• Attend meetings with stakeholders andfollow up on NOCs for utility corridors
• Otherduties as required from time to time

• Good level of clientservice management, i.e. able to interface with clients and buildand maintain positive relationships with ourclients
• Capable to analyze, assess, evaluateissues, complexities pertaining to projects/work packages andsupport the team in mitigating them inadvance
• Rigorous attention to detail, able tounderstand and adopt workflows and commitment to professionaldevelopment
• Flexible attitude to acceptingdifferent work assignments and proactive attitude to project anddelivery
• A flexible approach to working hoursand travel; with occasional weekend work ifrequired.
• Must have coordinated with governmentauthorities in UAE
• Excellent command in Arabicand English both written and spoken
• Arabiclanguage skills (preferred)
• Ability to manage aheavy workload, with close attention todetail
• Ability to make decisions independentlyand strong problem resolutions skills
• Strongteam working capabilities, committed to working with all levels ofmanagement on a daily and ongoingbasis
• Proactive, working effectively incoordinating activities and complex tasks, taking professionalresponsibility and ownership
• Punctual,attentive and competent in adhering to Stantec’spolicies, procedures and work practices

Qualifications

• Bachelor’s degree inEngineering from a recognized university.
• 1 -2years of experience in large scale wet infrastructureprojects.
• Must be a UAE National(required)
• Working knowledge of engineeringsoftware such as AutoCAD & MicroStation,etc.
