Position Overview:

ANSER is seeking a Nuclear Weapon Incident and Accident Response Analyst to work part-time (approximately 20 hours/week), remotely, and provide support to the Deputy Assistant Secretary of Defense (DASD) for Nuclear Matters (NM) located at the Pentagon.

Day to Day Responsibilities:

  • Develop, coordinate, interpret, and implement and DoD policy for responding to accidents or incidents involving U.S. nuclear weapons, improvised nuclear devices, radiological dispersal devices, and other similar threats.
  • Facilitate management and coordination of Nuclear Weapons Accident/Incident Response Subcommittee (NWAIRS) work, including the drafting of discussion papers and briefing materials and developing strategies and approaches for presenting policy options to interagency participants.
  • Coordinate with Defense Threat Reduction Agency, Combatant Commands, Military Services, and interagency stakeholders to identify and develop programs, capabilities, and training required to implement and DoD policy for nuclear accident/incident response.
  • Ensure Nuclear Weapons Accident/Incident Exercise (NUWAIX) after action report (AAR) findings and recommendations are fed back into the policy development process.
  • Contribute to annual reports to Congress and the President; conduct analysis and prepare relevant staff products and briefings; and routinely draft Principal-level correspondence, staff packages, issue papers, preparatory reading material, presentations, and trip books.
  • Prepare and disseminate agenda, meeting materials and meeting summaries. Reserve meeting space, ensure attendee access, and other administrative aspects.
  • Be available to travel to the Pentagon building in Arlington, VA for one week every three months as well as occasional domestic and international travel to other locations.
  • Other job-related duties as assigned.

Required Qualifications:

  • Must possess an active TS/SCI security clearance.
  • Bachelor’s degree and ten years’ experience related to U.S. nuclear weapon accident/incident response policy, guidance, exercises and/or agreements. A relevant master’s degree or higher may be considered equivalent to some portion of the required experience.
  • Expert knowledge in policy for nuclear accident/incident response and derivative guidance within the DoD.

Qualifications:

  • Master’s degree in a related discipline
  • Experience staffing or advising DoD senior leaders on matters of security.
  • Expert knowledge in nuclear weapons accident/incident response exercises (NUWAIX) including the findings and recommendations of past NUWAIX After-Action Reports.
  • Expert knowledge in nuclear surety concepts and associated policy, particularly as they apply to USEUCOM.
  • Experience drafting, negotiating, interpreting, or implementing nuclear accident/incident agreements with Allies and corresponding Joint Operations Plans
  • Explosive Ordnance Disposal and related special operations experience.
