Role Definition

Context and general Information

The candidate will be integrated in POSEIDON division, part of Département Postes (Substations Department), which is one of the CNER Department. CNER (Centre Expertise Réseau) is RTE in-house engineering expertise centre for the electrical network, and its division POSEIDON oversees technical expertise for HVAC and HVDC offshore substations for offshore wind grid connection.

Several projects are being executed with the deep involvement of POSEIDON Division. These are both HVAC and HVDC offshore platforms projects, each at a different progress level (tender preparation, tender execution, EPCIC start, or EPCIC detailed design). Relevant projects will be discussed during the interview.

In a context of growing number of projects entering the EPCIC execution phase, POSEIDON is seeking to reinforce the team, particularly with a focus on technical knowledge on mechanical equipment and utilities: cranes and all lifting systems, HVA/C systems, fire-fighting, diesel generators, fuel tanks, rotating machines (subsea pumps, air-coolers, etc.), filtering and treatment systems, helideck, clean and black water systems, and other equipment.

POSEIDON division is responsible for the technical engineering aspects of these major projects for all the matters related to offshore substations. The main missions of the team are:

  • Ownership of the ERS (Employer Requirement Specifications) describing RTE’s HVAC and HVDC offshore substations, technical and functional coordination of other expert engineers within the team or in other entities;

  • Providing technical engineering and expertise support to Project Execution teams before and during the EPCIC, reviewing and commenting the technical deliverables submitted by bidders and by awarded EPCIC contractors;

  • Providing technical engineering and expertise support to Maintenance teams in order to prepare the O&M phases (from the preparation through the tendering phases and all the execution until delivery of the substations);

  • Establishing the asset management strategies for RTE’s offshore substations and put in place the relevant O&M contracts.

Role summary

Under the responsibility of the POSEIDON Division Manager, your main responsibilities will be to:

• Update and improve technical and functional specifications (ERS) and coordinate within the CNER’s technical teams and with other RTE entities.

• Review and contribute to the preparation of technical tender deliverables.

• Provide expertise support to the DIIREM teams for the provision of technical data and the technical follow-up.

• Responsible for the technical analysis and notation of the EPCIC and O&M bidders.

• Contribute to the overall bid analysis and notation with other RTE entities.

• Responsible for technical analysis and follow-up of deliverables submitted by contractors for the EPCIC scope and for O&M scopes.

• Contribute to contractual matters during the EPCIC implementation and O&M phases.

• Coordinate with the group of engineering experts working on several projects.

• Ensure the work is performed in accordance with the latest HSEQ and Group procedures.

• Participate as required in events such as Bid Clarifications, Kick off meetings, HIRAs, Design Reviews, etc.

• Provide technical engineering support to other departments within the Engineering Group, the Project Engineering Group, and to colleagues in terms of training and mentoring.

• Ensure that know-how is transferred within the discipline and attend to discipline meetings as required.

Qualifications

• Expertise in Mechanical equipment and Utilities for Offshore Substations (HVAC and/or HVDC).

• 10 years experience in EPCIC projects or Operation and Maintenance for Offshore Substations.

• Proven track record with Offshore Substations either on Client side (TSO or OWF Developers is a plus), EPCIC contractors, main OEM supplier or Offshore O&M.

• Demonstrated team-working ability.

• Proficiency in English; French is a plus.

• Ability to prioritize own workload, manage time accordingly and inform team members where constraints will affect a project in terms of program or budget.

• Demonstrable ability to work within time/budget constraints.

• Ability in Vendor and 3rd Party interface.

• Ability in working in a multicultural group.

Conditions

• Majority of the work is carried out at the RTE head-quarter (La Défense) in Paris on a basis.

• Occasional travel for visits or business meetings at construction sites/yards, or offshore substations, or other companies (engineering firms, other TSO, etc).

• Working hours according to local regulation and Company’s policy.
