Onsite Quality Control/Safety Coordinator (Heavy/Highway Construction)

Position Overview:
Adams Contracting, LLC, based in Lexington, KY, is seeking an experienced Onsite Quality Control/Safety Coordinator with a strong background in heavy and highway construction. This role will ensure compliance with federal, state, and local standards and regulations, including EM 385-1-1, while maintaining the highest quality and safety standards. The Onsite Quality Control/Safety Coordinator will work closely with the Senior Project Manager to ensure all project specifications, safety protocols, and scheduling requirements are met. Experience with reviewing and evaluating Primavera P6 Scheduling and USACE's Management System (RMS) is essential. The position requires hands-on oversight at project sites across the Southeast U.S.


Key Responsibilities:
Quality Control Oversight:

• Ensure construction work meets USACE standards, project specifications, and contract requirements.
• Conduct regular inspections and audits to maintain quality standards across all stages of construction.
• Verify materials and workmanship meet or exceed contract expectations and regulatory requirements.
• Document and report any deviations from quality standards and propose corrective actions.
• Experience with USACE RMS Software.

Safety Management:

• Implement and enforce safety procedures in compliance with USACE's EM 385-1-1, OSHA, DOT, and company standards.
• Conduct regular safety inspections, audits, and risk assessments to identify potential hazards.
• Coordinate and conduct safety training programs for employees and subcontractors.
• Promote a strong safety culture on-site, ensuring compliance with federal, state, and local safety regulations.

Documentation & Reporting:

• Maintain accurate records of all quality control and safety inspections, audits, and incident reports.
• Utilize USACE Management System (RMS) software to manage and submit all required documentation, including daily reports on safety and quality control.
• Submit safety and quality reports to the Senior Project Manager and regulatory agencies as required.

Subcontractor Coordination:

• Ensure that subcontractors comply with safety standards and quality control protocols.
• Communicate and enforce project-specific quality and safety requirements with all subcontractors on-site.

Incident Response & Investigation:

• Lead investigations into any safety incidents or near-miss events, ensuring full documentation and corrective action implementation.
• Coordinate with the Senior Project Manager to address any project delays or disruptions caused by safety or quality issues.

Client & Stakeholder Coordination:

• Ensure clients, inspectors, and other stakeholders are informed about project safety and quality assurance processes.
• Serve as a key point of contact for all safety and quality concerns on-site.


Key Results Areas (KRAs):

1. Quality Compliance:

  • Ensure all work meets or exceeds quality standards as specified in the contract documents.

2. Safety Record:

  • Maintain an incident-free job site by proactively enforcing safety protocols.

3. Regulatory Adherence:

  • Achieve full compliance with all OSHA, USACE, EM 385-1-1, and DOT safety and quality regulations.

4. Incident Reporting:

  • Provide timely and thorough reports on safety incidents, corrective actions, and near-miss events.

5. Employee Training & Engagement:

  • Promote a safety-first culture through training and engagement of all site employees and subcontractors.

6. Effective Communication:

  • Maintain clear, proactive communication with project stakeholders regarding safety and quality performance.


Required Qualifications:
• 5+ years of experience in construction quality control and safety management, with specific experience on U.S. Army Corps of Engineers (USACE) projects.
• In-depth knowledge of OSHA, DOT, and USACE EM 385-1-1 safety and health standards.
• Certification in Construction Quality Management (CQM) from the U.S. Army Corps of Engineers.
• Certification in 24-Hour Fall Protection from USACE.
• Understanding and experience reviewing and analyzing P6 Primavera Scheduling and USACE RMS software.
• Certification in OSHA 30-Hour Construction Safety or equivalent.
• Experience with heavy and highway construction projects managed by USACE.

Physical Requirements:
• Ability to work on-site in various outdoor conditions, including exposure to weather and heavy construction environments.
• Must be able to walk, climb, and access all areas of construction sites.
• Must be able to lift and carry materials weighing up to 50 pounds.
