Mission: The purpose of this role is mainly to assist the operation department management in identifying areas for improvement within the operational processes of the railway. Analysis of operational procedures, identifying inefficiencies or bottlenecks, and suggesting solutions or changes to enhance safety, efficiency, and overall performance. Involving in data analysis, process mapping, facilitating audits, and collaborating with various departments and stakeholders to drive continuous improvement initiatives. Contribute to optimising operations, enhancing customer satisfaction. Assisting in all training and competency related matters. Proposing improvements to training courses and the organisation of the training. Continuous reviewing the operation procedures and other related documents, such as Operation Instructions and Restrictions, and proposing updates and improvements to them, as well as coordinating the preparation and update of the System Access Plan. Accountabilities • Contribute to the development of operation standards, procedures, instructions and initiatives to achieve continuous improvement. • Play an active role and supporting the Railway Safety Team and management team in reviewing incidents, investigations, and exercises. • Plan, organise, report, and lead all exercises and drills, such as emergency exercises, operation exercises and any other type of exercise. • Key Instructor and Lead Trainer for Operations procedures and standards. • Review and provide comments and recommendations on the operator s plans and procedures related to railway operation. • Working cooperatively with the training department to ensure that operation team s competency is developed and maintained, highlighting training/re-training needs and participating in the preparation/review of the applicable training materials. • Providing technical support and expertise to the operational teams to ensure successful implementation of improvement projects. • Utilising data analysis techniques to assess performance metrics, track key performance indicators (KPIs), and prepare reports to monitor initiatives and outcomes. • Ensuring that all operational improvements are in compliance with safety guidelines, industry regulations, standards. • Coordinate the preparation of the System Access Plan and keep it up to date. Operational Delivery • Ensure a strong internal customer service-oriented culture. • Submit any scheduled or requested reports or documentation required as directed by the OCC Manager. • Ensure preparation/update of the system access plan as required. • Ensure that management systems and tools that are mandated for your department are used responsibly and accurately, ensuring reporting timelines are met for data input. • Be aware and adhere to all departmental operational procedures, instructions, and guidelines. • Be aware and adhere to all Human Resources procedures and instructions. • Be aware and adhere to the Quality Policy and all related procedures and instructions relating to your department. • Participate in the review/assessment of performance indicators. Quality and Performance • Be aware and adhere to requirements affecting your role in relation to customer satisfaction and service delivery. • Ensure that quality is embedded into the delivery of all work in line with established policies, systems, plans, procedures, and work instructions by following the training you have been provided with. Required Skills/ Knowledge Bachelor's degree. Extensive multi-layer and multi-field experience in railway operations. In-depth understanding of safety regulations, industry standards, and compliance requirements in the railway sector. Comprehensive knowledge and experience in train operations/train driving. Qualified in Train Driver and holder of a Train Driving License. Comprehensive knowledge of relevant train driving rules, instructions and railway authority and company safety standards. Possess current competence in the following areas: Trains, Track, Station, Switch, ATC system, SCADA system, and AVSC system. Comprehensive knowledge of rail operations training activities. Mentoring, coaching, and assessing competence in the work environment. Service Availability Analysis and Reporting. Skills Demonstrates ability to quickly grasp highly complex program concepts and analyse the associated impacts and risks.
