NES Fircroft is actively seeking an experienced Pipeline HSE Specialist for a full-time contract opportunity with one of our clients here in the greater Philadelphia area!  This position will be a full-time contract opportunity running at least six months with a possibility of further extension beyond that term.  

This position will be responsible for managing compliance with OSHA and DOT 195 pipeline safety regulations for the facility which includes worker safety and transportation of hazardous liquids into and out of the site.  Our client is strongly seeking a DOT 195 certification for this individual.

Pipeline Safety Compliance Specialist, Supervisor Pipeline Safety


Manage compliance with OSHA and DOT Part 195 pipeline safety regulations, applicable to worker safety and transportation of hazardous liquids.  Responsibilities may include:

  • Review and oversight of confined space pre-plans, permitting, air monitoring, pre-job plans, LOTO
  • Responsible for the development, implementation and execution of regulatory changes
  • Training Operators and Pipeliners, ensuring field compliance of both worker and pipeline safety
  • Represent the company during pipeline inspections, interviews and audits performed by regulatory agencies
    • Primary contact with outside agencies
    • Responsible for continuous reporting to management of all pipeline safety activities, including needs to ensure continuous improvement
    • Responsible for company’s Incident Reporting Software and Management of Change, including Process Hazard Analysis
    • Responsible for upgrading and maintaining regulatory and safety programs and documentation to meet or exceed regulatory requirements and provide policy change recommendations to management.
    • Responsible for submitting all company regulatory reports
    • Lead company’s Pipeline Safety Management System, PSMS API RP 1173
    • Remains current with changes, revisions or amendments to Pipeline Safety Regulations
    • Assist in emergency response preparation and activities
    • Promotes continuous improvement in pipeline safety compliance

    Requirements

    • 10+ years of experience operating in HSE capacity within an Oil Pipeline or Terminal Setting 
    • OSHA and DOT 195 Certifications Required
