Planning Engineer
Objective: As Planning Engineer (Oil and Gas) the person shall be capable of Monitoring & Controlling completed Overall EPC scope of work of all Disciplines, Electrical, Mechanical, Civil & Structural, Instrumentation including managing various stake holders like consultant, Internal project and procurement team. Candidates must hold a broad experience in Oil & Gas brownfield and greenfield facilities with EPC contractors. High order interpersonal skills and the ability to operate within a multinational environment with wide exposure to various cultures and customs. Excellent communication skills (both written and verbal) with ability to interact across multiple disciplines. Ability to influence and motivate others towards continuous improvements.He shall hold the knowledge of Engineering Activities planning of Oil and Gas Process Substation & AIS / GIS Substation Projects covering multiple geographical domains. He must have good knowledge in Engineering in Substation Projects. In addition, she / he has to coordinate with other departments including Inter-departmental checks covering, Electrical, Civil/ Structural, MEP, Instrumentation and others. The Planning Engineer shall be required to provide support the full project cycle of works from pre-bid engineering to support during commissioning and warranty periods and to extend support to site team.Strong communication skills with all stakeholders and technical correspondence skills. Intellectual stimulation along with the impact of seeing and making things happen in reality.Key Responsibilities:Capable of performing duties with no direct supervision and within agreed schedules and budgets.Develop project engineering execution plans, budgets, schedules including manpower resource and ensure adherence to project milestones to deliverables. Ensuring timely Delivery of Engineering Drawings & Documents.Monitor project progress, identify, and resolve any issues or risks, and take necessary corrective actions to ensure project objectives are met in Engineering Stage.Conduct regular Engineering review meeting within team, prepare progress reports, and present updates to stakeholders, including senior management and clients.Ensure deliveries are aligned to Project Schedule.Participate in weekly project meetings with client.Plan and direct receiving, distribution, and filing of drawings and specifications through the Document ControllerEnsure that engineering work proceeds in accordance with the quality assurance planAdvising to all discipline leads and take required initiate to identify the value engineering and optimization during Engineering stage.Capable to rise Engineering Change note (ECN), when required during Engineering stage. Capable to highlight additional and variation scope with required back-up document to client and get approval. Authorize requisitions for materials and subcontracting in regard to technical mattersCapable of Multitasking and deliver multiple things on time.Coordinate with multiple disciplines for ensuring inter-departmental checks.Estimate and Plan man-hour requirements.Coordinate with multiple disciplines for ensuring inter-departmental checks.Provide support & clarifications to the Site Execution team. Check pre-award evaluation of vendors (w.r.t. technical specifications requirement of the client) and forward the validation document to Supply Chain Management.Collect inputs for project details (General Arrangement Drawings) from VendorsSubmit requirement of man-hours for undertaking & reviewing of design & drawings of the project.Collect periodic updates and prepare daily, weekly and monthly updates of the projectCreate variance reports (Schedule Variance and Cost Variance – usually Earned Value Method (EVM) is used for this) at various stages of the project to analyze deviationsCreate Project Closing Reports and LearningsPrepare various strategies for all planning activities for projects.Maintain all asset investment plans and ensure compliance with capital expenditure.Ensure accuracy for all operational requirements for projects and achieve all investment objectives.Evaluate all system capacity and analyze all production requirements and system deficiencies.Provide support to all operations and extension requests.Manage work as per component technical resource for all Water System Plans and assist in preparing all capital plans and project requirements.Analyze all engineering activities for all internal and external departments.Prepare required presentations for all regulatory agencies.Develop required to enhance the performance of planning projects.Manage all communication and provide efficient feedback for all processes.Ensure optimal utilization of all standard tools and processes.Prepare plans and schedules for all project delivery.Recommend appropriate improvements, ensure optimal quality of all project schedules, and evaluate reports.Perform regular analysis of all schedule trends.Maintain an efficient performance of all schedules, analyze all software tools, and assist in the transmission and distribution of various projects.Administer all distribution and transmission systems.Manage all customer sites and maintain product suite for all applications.Evaluate all alternative transmissions for all distribution systems and install all required AMSC products.Technical ExpertiseThe Planning Engineer is required to have an overall knowledge of all Disciplines - Electrical, Mechanical, Civil & Structural, Instrumentation, System Studies, Control & Protection requirement.Prepare and review various project related documents such as, but not limited to: design basis, feasibility studies (pre-FEED/FEED), industry analyses, project/tasks implementation schedules, plans and communications, presentationExpertise in Techno-Commercial, Agreements, identify risks, assess the impact and suggest mitigation measures. Techno-commercial evaluation skills /Bid-evaluation skills for various system / items.PEM should also have the following engineering understanding. An overall understanding of the inter-disciplinary (Civil & Structural, Mechanical and Instrumentation) design aspects of electrical equipment.Sub-Station & Process plant engineering.Vendor Engineering Review (Pre-order, Post-order) including Technical Bid Evaluation(TBE) as per project requirements.Engineering Stage review (30%, 60%, 90%) including model preparation / review.Conducting Safety studies like SAFOP, HAZOP, HAZID etcInterface Engineering with various vendor equipments engineering, existing plant system, Remote Sub-stationAll engineering co-ordination to release proper co-ordinated IFC drawing / Documents.
