Reports To: Wastewater Plant Operator shall report to the Wastewater Treatment Plant Superintendent or the Assistant Superintendent during the absence of the Superintendent. However, in their absence the Operator shall be responsible for the competent operation and all process control decisions made at the Wastewater Plant including assignment of work duties and the safety of the Wastewater Plants employees.

Shift/Schedule of hours: Forty-hour ( 40) workweek with schedule determined by the Wastewater Treatment Plant Superintendent.

Position Description: The Wastewater Plant Operator is a non-supervisory union position. The incumbent performs technical and lead work in the operation and maintenance of the Wastewater Treatment Plant including making process control decisions. A high level of technical
knowledge, the ability to independently oversee shift operations, coordinate the duties of the Wastewater Plant Workers and the possession and posting of a Class A,1 PA D.E.P Wastewater Treatment Plant Certification. This Certification differentiates this class from the Wastewater Treatment Plant Worker. Work is performed under the general supervision of the Wastewater Treatment Plant Supervisors.

Required Skills, Abilities, and Qualifications: Possession and posting of a Class A,l PA D.E.P. Wastewater Treatment Certification.
Refusal to post or withdrawal of posting their certification will result in the dismissal of the job position. Must understand written and verbal instruction and be able to convey instructions. Shall have computer, mechanical, electrical, laboratory and process control decision making skills. Ability to operate, maintain and repair all facility equipment, buildings and grounds. Responsible for acquiring all D.E.P. required certification training. The Wastewater Plant Operator must pass a Pennsylvania State Police criminal background check. The Wastewater Plant Operator must possess a valid PA Class B, CDL driver's license, be able to drive, and qualify under the Borough's insurance carrier when driving a Borough vehicle. All employees covered by this job description are subject to drug and alcohol testing in accordance with the requirements of the Federal Motor Carrier Safety Administration (FMCSA), as set forth in 49 CFR Part 382 as amended; or the Federal Transit Administration (FT A), as set forth in 49 CFR Part 655 as amended.

Essential Duties: The Wastewater Plant Operator shall be responsible for the general cleanliness, maintenance and equipment operation as described herein. The times, methods and scheduling of which shall be prescribed by the Wastewater Plant Supervisors. Wastewater Operators are required to work scheduled weekends, holidays and be available for holdover and callout overtime. All CDL licensed employees will be subject to unannounced drug and alcohol testing.
1. General Daily Tasks - His/her essential duties shall include but are not limited to the following tasks:
a. Assist the Wastewater Plant Supervisors in controlling the routine wastewater treatment process including waste disposal operations.
b. Operate treatment and sludge processing and disposal equipment to control flow and processing of wastewater, sludge and effluent such as pumps, motors, air compressors, thickeners, rotary press, blowers, valves and gates.
c. Observes variations in operating conditions and logs, interprets readings from SCADA, meters, gauges, charts and digital instruments.
d. Inspects, repairs, operates, and maintains machinery and mechanical/electrical equipment in operation and reports deficiencies in the operational process.
e. Operate dump trucks and loader used to transport sludge to the landfill.
f. Clean and paint equipment and facilities to maintain clean sanitary conditions at all times.
g. Operates grass mowing and snow removal equipment on premises.
h. Obtains wastewater samples and performs routine laboratory analysis to determine facility performance when necessary.
i. Assists in cleaning equipment and facilities, unloading and storage of chemicals and supplies.
J. Maintains legible, accurate records of shift operations.
k. Demonstrates continuous effort to improve operations, decrease turnaround times, and work cooperatively and jointly with management to provide quality customer service.
l. Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
m. Other assignments as directed.
2. General Abilities:
His/her general abilities shall include but are not limited to the following:
a. Processes involved in the treatment and disposal of wastewater.
b. Treatment and processing of solids.
c. Strong leadership and problem solving skills.
d. Safety practices in the operation of electrical and mechanical equipment.
e. Work safely without presenting a direct threat to themselves and others.
f. Comply with confined space entry and emergency procedures.
g. Knowledge of protective equipment and its uses.
h. Work with and around chemicals, non-potable water or similar solutions using only normal protective equipment.
l. Ability to climb ladders, steps and stairs, repeated bending, stooping and reaching. Ability to lift and maneuver 50 pounds and the ability to team lift and maneuver with and without assisting equipment, e. g. dollies.
j. Work in a variety of weather conditions with exposure to the elements.
k. Work in a cooperative manner with other Borough employees.
