Power Systems Operations Manager

Idaho Laboratory is hiring a Power Systems Operations Manager to work in our Facilities and Site Services organization. Our team works a 4x10 schedule located out of our Central facilities west of Idaho Falls with every Friday off. You will demonstrate technical knowledge of power grid operations by providing mentoring, technical support, and coordination for those performing planning, scheduling, outage coordination, dispatching, and execution of work on the INL 138kV power transmission and distribution system. You will report to the manager of the Power Maintenance department. Responsibilities Include:

  • Analyze complex Operations issues, evaluate alternative solutions, develop sound conclusions, and recommend a course of action. Ensure work is safely performed in such a way as to minimize downtime in a safe, cost-effective manner.
  • Develop standards for quality customer service for collaborating with both internal and external customers.
  • Work with the Power Management Department Manager to evaluate overall laboratory impact and create solutions to existing operational protocols which will exist due to changing lab goals, DOE Orders, and customer requirements.
  • Participate in performance management for the department. Establish and maintain career development for personnel.
  • Ensure that work on or in close proximity to energized electrical power distribution equipment will be prohibited unless the work cannot otherwise be performed. Ensure that risk associated with hazardous work is minimized or eliminated through the use of hierarchical controls (Elimination, Engineered, Administrative, PPE).
  • Ensure the Power Management Group is routinely represented on and participate with Employee Safety Teams.
  • Act as a qualified Power Management Duty Manager on rotation with other Duty Managers to provide 24x7 single point of contact for the power Dispatcher during normal operations and to support the INL Emergency Response Organization in the event of an operational emergency (e.g., wildland fire).
  • Develop and administer budgets, schedules, and performance standards for the organizational unit.
  • Collaborate with subordinate supervisors and functional peer groups.
  • Develop the 5-year and 20-year strategy and load forecasting for INL's power grid system.
  • Mentor engineers, planners, and operators.
  • Oversight of the operation of the 138kV transmission and distribution system (2.4kV, 12.5kV, and 13.8kV ) to ensure reliable power delivery to the facilities.
  • Ensure monthly power bill for the INL is properly allocated among the power users through accurate metering program operations.
  • Regular communication with the power utility (Idaho Power) regarding power rate changes.
  • Ensure operations policies and procedures are updated regularly and providing regular training to personnel.
  • Work in collaboration with the department manager to maintain the department budget (~$7M) and planning for future growth.
  • Coordinate outages and other maintenance activities that require working with power utility companies (Idaho Power, PacifiCorp).
  • Provide project oversight and management for projects performed by Power Management engineering and craft personnel to ensure budgetary and schedule goals are achieved.
  • Understand and implement requirements of INL, State, and Federal policies and standards including cybersecurity, OSHA 1910.269, FERC/NERC, NESC, and NEC.
  • Ensure that Power Management system drawings are accurate and updated regularly.
  • Ensure that Arc Flash calculations for the INL Transmission and Distribution systems are up-to-date and accurate based on industry standards.
  • Coordinate the connection and operation of power , including distributed energy resource, connections to the INL power system.

Qualifications: Minimum Requirements:

  • Bachelor's degree in Electrical Engineering, Facilities Engineering, or related engineering discipline plus 9 years of relevant experience, or an Advanced degree and 6 years of progressive managerial and technical experience in power system operations, engineering, and planning.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Availability and willingness to take rotational 24x7 Power Management Duty Manager assignment.

Qualifications:

  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Professional Engineer License or Advanced degree.
  • Public Utility Operation and Engineering Experience.
  • High Voltage transmission (145kV) and distribution (15kV) operation, maintenance, or design experience.

Job Information:

  • The target pay range for this position is $100,540 - $155,973 annually. The full pay range is $89,652 - $215,160. At Idaho Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • You are required to show a demonstrated commitment to valuing and contributing to an inclusive working environment.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
