Position Title: Procurement Manager
Reports To: VP, Operations Support
Position Summary: The Procurement Manager will report to the VP, Operations Support, and will lead the company’s end-to-end procurement process. This position will be responsible for managing and implementing processes to ensure contractual compliance, vendor performance, successful production execution, and customer satisfaction. Oversees all procurement department staff to ensure company objectives are being met.

- Ability to read and understand drawings and specifications.
- Ability to handle multiple tasks and balance priorities.
- Computer proficiency in Microsoft Office.
Essential Duties & Responsibilities:
- Provide leadership, oversight, and guidance for all procurement department employees.
- Manage and maintain the end-to-end procurement process.
- Continuously improve and enhance the procurement process at PSI.
- Must have knowledge of parts unique to or obtainable only through the government, standardization material (system procured material/contractor procured material for alterations) for configuration consistency, parts requiring provision of technical documentation (new components not supported in the Navy stock system), stocked material, expiring shelf life or Class Maintenance Plan (CMP) programmed material, material data tracking systems, material receipt inspection and logistics of warehousing and delivery/shipping.
- Practical knowledge and experience with material ordering processes, work scheduling, quality assurance, cost estimating, and personnel management is also desired.
- Strong ability to develop and implement business strategy in a procurement environment.
- Demonstrated knowledge and experience in negotiation strategies and tactics.
- Self-starter, ability to work in a team environment to achieve desired objective.
- Ensure compliance with business policies, procedures, and regulations such as Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), ITAR and import/export.
Education/Training/Job Experience:
- Bachelor’s Degree preferred.
- Minimum of 5 years of management experience.
- Experience working in U.S. Navy maintenance planning and execution of scheduled surface ship maintenance availabilities preferred.
- Must have experience managing yearly procurement budgets.
- Must have training and a deep understanding of Federal Acquisition Regulations (FAR).
- 252.244-7001 Contractor Purchasing System Administration.
- Subpart 44.3 - Contractors’ Purchasing Systems Reviews.
- Must have experience with contracts and negotiations.
Qualification/Requirements:
- Must show proof of your legal right to work in the United States.
- This position requires US Citizenship due to security clearance required for base access.
- Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC).
- Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites.
- All candidates must submit to and pass a post-offer drug screening and background check before employment begins. Failure to complete any of these steps will result in disqualification.
- Valid State of Hawaii drivers’ license in good standing, class 3 or higher.
- Candidate must have access to reliable transportation to get to work and other job sites on time for the start of shift.
- Candidate must be available to work after hours, weekends, holidays, and varying shifts as required.
