Job Description
Summary/Objective The position of Program Manager and Clinical Supervisor is responsible for the clinical and programmatic operations of the school based mental health services program by providing programmatic development, implementation, monitoring and clinical supervision and training to clinical personnel at the MHH.
Essential functions

- Support with grant contract compliance with all funders including providing required data and progress reports.
- Execute program development and implementation.
- Develop and update programmatic procedures
- Develop and update programmatic forms (referral form, opening consents forms, outcome measures, ect)
- Lead, track, and monitoring completion of referrals, opening consent forms packets, outcome measures, data collection, and data entry.
- Review referrals for appropriate level of care
- Assign referrals to appropriate clinicians
- Monitor clinician caseloads and productivity
- Monitor and track client’s status (referred, assigned, opened, discharged)
- Coordinate bi-monthly meetings with school representatives for ongoing collaboration.
- Coordinate bi-monthly meetings with program clinician for ongoing collaboration.
- Providing clinical staff with administrative, operational, and clinical support
- Support with recruitment, clinical onboarding, and training of clinical staff.
- Engage in ongoing collaboration and coordination with the SVUSD representatives and ARPA contract monitors
- Maintains BBS or BOP licensure and meets all requirements for Continuing Education per the BBS or BOP.
- Abides by the ethical standards promoted by the Board of Behavioral Sciences or Board of Psychology as applicable, as well as professional associations related to the therapist’s clinical discipline.
- Remains informed of Board of Behavioral Sciences (BBS) and/or Board of Psychology (BOP) laws and regulations.
- Comply with all federal regulations, Health Insurance Portability and Accountability Act (HIPAA), for the privacy and security of client information.
- Additional duties as needed.
Supervisory Responsibilities
- Provide clinical supervision to clinical staff in individual supervision, triadic supervision, and/or group supervision.
- Complete and maintain required BBS clinical supervision paperwork and notes.
- Review clinical documentation of clinical staff.
- Ensure clinical compliance of clinical documentation of clinical staff.
- Monitor BBS compliance of clinical staff
- Promote mentoring, peer advising, coaching or other personal development opportunities for direct staff, including yourself.
Physical Demands
- This position requires the ability to sit, bend, squat, stoop, and walk-up flight of stairs and able to safely lift 50 pounds and carry 20 pounds. Reach with hands and arms and use hands and fingers to handle objects and operate tools, computers, and/or controls.
- Must be able to operate a computer, printer, calculator, and telephone communication.
Education and Experience
- Must hold a valid clinical license in California which includes Ph.D., PsyD, LCSW, LMFT or LPCC for at least two years
- Current with BBS required supervision coursework to be able to supervise BBS registered interns and trainees on hours towards licensure
- Knowledge in working with a variety of ages and 5 years directly related clinical experience working with children, adolescents, and their families.
- Minimum of one year experience in clinical supervision
- Minimum of one year experience in in clinical management and program administration for behavioral health services in a community-based setting.
- Commitment to ongoing professional development.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to work well in teams at various organization levels.
- Strong knowledge of the Medicaid, Medical and private insurances billing process.
- Credentialed with various insurance companies.
- Collaborative and team oriented.
- Demonstrates strong problem-solving, communication, and leadership skills.
- Consistent demonstration of a high level of maturity, good judgement, and emotional stability.
- In depth understanding of multi- and cross-cultural perspectives in treatment settings.
- Knowledge of an ability to use clinical techniques and therapies to assist clients progress towards goals.
- Knowledge of community resources, case management process, community outreach and program planning .
- Personal or family experience of overcoming mental health challenges highly desirable.
- Use correct English grammar, punctuation, and spelling.
- Must clear background check for a Community Care Licensed facility, including physical, tb and drug test.
- Must successfully complete: Mandated Reporting training.
- Must have valid Driver’s License and ability to be insured by Company policy.
- Must be able to demonstrate functionality in most of the core competencies.
- Requires flexibility and the ability to manage time and multiple tasks.
- Bilingual in Spanish .
Work Environment
- Typical office and clinical environment. Responsibilities may include offsite meetings, trainings, or other activities as required by business needs.
