Summary:
The Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) is seeking a seasoned Project Manager to lead the development and implementation of Connecticut's first digital driver’s license. This high-profile initiative involves managing a cross-functional team through all phases of the project, ensuring effective collaboration and alignment with the Governor’s vision.

Position Info:

  • Title: Project Manager
  • Client: CT DAS
  • Duration: 12 Months
  • Location: 450 Columbus Boulevard, Hartford, CT 06103
  • Work Mode: Onsite

Responsibilities:

  • Define project scope, objectives, and deliverables.
  • Develop and manage detailed project plans, schedules, and timelines.
  • Manage stakeholder relationships and expectations, including regular communication through dashboards and reports.
  • Oversee risk and issue management, creating and implementing mitigation strategies.
  • Supervise vendor deliverables to ensure adherence to Statements of Work (SOW).
  • Facilitate meetings to foster effective collaboration and communication among stakeholders.
  • Drive change management efforts to support integration and user adoption.
  • Ensure compliance with all regulatory requirements, standards, and policies.

Skills/Qualifications:

  • Experience:
    • 10+ years of project management experience, particularly in large-scale, complex technology projects.
    • Experience working with state agencies or the public sector, preferably DMV-related initiatives.
    • Familiarity with mobile app development, cloud infrastructure, digital wallets, APIs, and biometric authentication.
  • Skills:
    • Strong verbal and written communication, with the ability to present to executive leadership.
    • Leadership skills to manage cross-functional teams and navigate matrixed environments effectively.
    • Expertise in uncovering dependencies, managing risks, and resolving issues proactively.
    • Proficiency with Agile, Waterfall, and other project management methodologies.
    • Advanced skills in Microsoft Office Suite, PPM tools, JIRA, and Confluence.
  • Certifications: PMP ().
  • Education: Bachelor’s or Master’s degree in business or a related field ().
