Role Purpose

The Projects Procurement Manager will be responsible for leading sourcing efforts, identifying potential suppliers, and conducting negotiations for high-value or strategic categories, NEOM Regions, or Assets. This managerial leadership role encompasses Contracting (Construction-related Services), including pre-qualification, scope clarification, RFP preparation and execution, and award processes.

 

The candidate will manage a defined scope while overseeing and mentoring junior team members. The role requires close collaboration with NEOM Projects, Legal, and Finance and is structurally embedded within the overall Procurement Organization.

Key success factors include speed to market, compliance, cost optimization, and impeccable adherence to compliance. The manager is expected to contribute to the broader Procurement leadership team and support process and procedure improvement initiatives.

 

 

KEY ACCOUNTABILITIES & ACTIVITIES

  • Develop and sustain value creation with a world-class supply base.
  • Formulate and implement procurement strategies.
  • Set and achieve short-, mid-, and long-term goals and objectives.
  • Develop and enhance best-practice-based processes, including leadership of high-value/strategic sourcing efforts.
  • Optimize business processes and systems for procurement.
  • Identify and realize cost-saving and cost-reduction opportunities.
  • Independently lead bid slate development and RFP execution.
  • Manage contract negotiations and oversee pre- and post-award activities.
  • Lead a small Contracting Team and build local talent capability and mastery.
  • Manage the skills and competency development of procurement staff, including training and knowledge management initiatives.
  • Provide cross-functional leadership across business functions and initiatives.
  • Manage budgets for categories under management and the procurement function itself.
  • Establish benchmarks for continuous improvement.

 

 

BACKGROUND, SKILLS & QUALIFICATIONS

 

Knowledge, Skills, and Experience

  • Strong leadership abilities with a team-player mindset in a Projects/Construction Services environment.
  • Solid operational management and business acumen.
  • Working knowledge of finance and accounting (budgeting, cost management, treasury, risk management).
  • Broad industry knowledge and understanding of buy-side and sell-side dynamics.
  • Exceptional communication and listening skills to capture the internal customer’s voice and align procurement value with company culture.
  • Ability to "sell" procurement’s value and manage procurement as a professional services business.
  • Expertise in sourcing and procurement principles, negotiation skills for large commercial deals, and familiarity with modern procurement systems.
  • Awareness of legislative and regulatory requirements and standard contractual terms to mitigate legal risks.
  • Strategic and analytical mindset, combined with creativity for non-traditional approaches.
  • Strong change management skills and self-awareness to adapt to dynamic stakeholder environments.
  • Proficiency in enterprise risk management and business continuity planning.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 7+ years of experience in Contracting/Construction Services in relevant industries
  • Operational management or primary service delivery experience.
  • Candidates typically have experience in procurement organizations, other business areas (e.g., finance, supply chain, engineering), procurement consulting, or the sell-side of a large supplier segment.

 

Qualifications

  • Bachelor's degree in Supply Chain Management, Economics, Finance, Operations, Engineering, or a related field.
