JOB SUMMARY

The Quality Control Manager’s primary function is to provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction projects to ensure that the work is being constructed following the established minimum standards for the project, including the contract requirements.


DUTIES AND RESPONSIBILITIES

The Quality Control Manager must have the following basic skills and abilities:

• The ability to thoroughly understand and follow contract requirements, including plans and specifications, throughout the design and construction of a project.

• Understand subcontractor’s SOW per the contract

• Leadership ability to direct quality control efforts on assigned projects.

• Thorough knowledge of construction techniques and the means and methods for quality control.

• Foresight to predict problems before they develop and implement corrective actions.

• A conscientious attitude towards controlling project quality.

• Ability to communicate the quality control plan and sequence of activities to the assigned project team, designers, consultants, subcontractors, and material suppliers to effectively implement our goals.

• Act as primary QC Manager on assigned projects and as Alternate QC when needed.

• Act as Site Safety and Health Officer (SSHO) where “dual-hatted”.

QUALITY CONTROL

• Implement a 3-phase quality control program on assigned projects (Prep, Initial, Follow-Up), including preparatory meetings, initial phase, follow-up, and final inspections.

• Communicate with the project team, including the Project Manager, Superintendent, subcontractor representatives, and other key project personnel to ensure contract requirements are followed and met for each definable feature of work.

• Schedule and lead preparatory meetings with required representatives, to include owner representatives, USACE/Government QAR, Superintendents, SSHOs, subcontractor foremen, third-party consultants, Designer of Record, and testing agencies as required. Prepare documentation, review specifications/drawings and approved submittals, and inspection requirements,

• Conduct and document daily on-site inspections for conformance of the work and safety.

• Perform in-house punch-list inspections for each Definable Feature of Work DFOW, verifying its completeness and contract compliance before the Owner's final inspection.

• Follow-up to ensure that items noted on the punch lists and deficiency reports have been corrected and completed.

• Complete QC inspection, pre-final, and final inspection punch lists. Ensure punch list items have been completed. Coordinate punch list completion efforts with the Superintendent and subcontractors, prior to inspection efforts with the USACE/Government QAR as required.

• Witness all concrete placements, as well as coordination and oversight of testing.

• Coordinate all third-party testing and inspections, including soil and materials testing, weld and bolt inspections, hydronic system tests, fire suppression acceptance tests, FA/MNS acceptance tests, ground fault testing, etc.

• Coordinate, witness, and document required testing with USACE /Government QAR, Superintendents, subcontractors, third-party consultants, etc. as required.

• Effectively communicate Contract requirements for each definable feature of work to the various team members in the project during preparatory meetings, initial, follow-up, and final inspections, and other less formal meetings.

• Review and approve Activity Hazard Analysis forms. Ensure that the required MSDS sheets have been submitted, discussed during preparatory phase and available to the on-site office before the start of the affected work.

• Verify that QC checklists are being used and signed off before the placement of concrete, steel, and other similar items of work.

• Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable per contract requirements. Conduct daily inspections and periodically document the inspection process via follow-up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved submittals. (Note: Desired results come from what is inspected, not what is expected.)

• Coordinate, witness and document required soil and materials testing and special inspections (such as weld and bolt tightness inspections). Witness critical job site events, including concrete placements.

• Coordinate and document the testing and commissioning of building systems.

SAFETY

• If serving as the SSHO, develop overall project safety and accident prevention plans.

• Assist the company Safety Officer and Superintendent in investigating worksite accidents.

• Ensure that all field managers, including the Superintendent and subcontractor foreman, are aware of the safety (if serving as SSHO) and QC requirements for the project.

• If serving as the SSHO, inspect the on-site office to ensure that all required safety and regulatory information is posted. Ensure that the appropriate construction drawings, specifications, and material submittals are on-site before the start of new construction work. Ensure that the first aid kits, fire-fighting equipment (extinguishers), and PPE are on-site.

• Periodically inspect the project site to ensure that all compliance notifications and safety warnings are displayed.

DOCUMENTATION and CONTROL

• Complete daily QC Reports, review the Superintendent's daily report information and elaborate on any testing. Provide follow-up comments concerning deficiencies, corrective actions, and QAR inquiries. Review any direction given to onsite personnel by the project superintendent for contract compliance.

• Create project-specific plans, including the Quality Control Plan, Testing Plan, Waste Management Plan, and Environmental Protection Plan.

• Create, update, and maintain the project specific quality control reports, including Daily QC Reports and Deficiency Reports.

• Maintain RMS reporting as required for assigned projects (where applicable).

• Maintain Procore quality control-related folders.

• Document and distribute pre-punch lists, punch lists, and the completion of these lists.

MATERIAL SUBMITTALS

• Review material submittals for accuracy of format and conformance with specifications and coordinate their review with the Designer of Record and third-party consultants (such as TAB agent, Commissioning Agent, Air Barrier consultant, and Sustainability consultant.).

• Maintain material submittal register (log).

• Review shop drawings and material submittals for conformance with the contract documents (including drawings and specifications). Coordinate reviews with third-party consultants and designers of record where applicable.

PERMITTING

• Secure environmental permits, including SWPPP and NOI.

• Ensure, where applicable, that the appropriate building permits are secured by Southwind and its subcontractors. Ensure that these are properly displayed.

• Retain copies of all permit-related documentation, including Building Permits, NOI/NOT, and Certificates of Occupancy where applicable.

• Together with the Project Manager, Superintendent, Scheduler, and key subcontractors, develop the master P6 progress schedule. Assist the project team with updating the master schedule at least once each month.

• Participate in owner Monthly Progress Meetings (MPMs) where applicable.

• Document final inspections, certificates of occupancy, and acceptance of the works and various phases thereof.

• Schedule, attend, document, and maintain a log of all code and independent inspections that are required, including soil and materials testing. This includes the 3-Phase Inspections (Preparatory, Initial and Follow-up)

MEETINGS

• Attend scheduled pre-construction and key construction meetings, taking notes on issues that impact on-site activities. Identify future problems and review them with the Project Manager for resolution/corrective action.

• Attend weekly stakeholder progress meetings and weekly job site progress meetings. Assist the Project Manager with the development of the meeting agendas and attachments. Lead the meeting discussions concerning quality-related issues.

• Participate in the owner's Monthly Progress Meeting (MPM) with the project team.

• Schedule the “official” preparatory meeting with the applicable Government Agency. Prepare documentation, review specifications, and construction drawings, and review approved material submittals.

CLOSEOUT

• Work with the PM to complete and submit final Installed Property Reports and DD 1354s.

• Review and submit redlined as-builts and Final Record Drawings.

• Compile and submit all close-out documents, including red-lined as-builts, final record drawings, test reports, O&M manuals, warranties, waste disposal and salvage receipts, “Burn” permits, sustainability, and other “Green” reports, etc.

• Together with the Superintendent and subcontractors, coordinate Owner / Facility User Training and .

• Organize and lead Red Zone Meetings where applicable.

WARRANTIES

• Perform Warranty Call-back Inspections and direct response actions.

• Compile Warranty Reports and Update Warranty Log.

• Together with the Superintendent, conduct Warranty Investigations and complete the Warranty Reports. Assist the Project Manager and Superintendent by prescribing the corrective actions and inspecting the follow-up corrective action.

CORPORATE ORGANIZATIONAL

• Providing timely, professional, and cordial interaction with supporting work groups, such as accounting, HR, etc.

• Direct and manage the workloads of supporting QC personnel to include training, mentoring, and follow-up.

• Participate in and encourage on-site personnel to seek out life-long learning opportunities and professional development.

PROFESSIONAL RESPONSIBILITIES

• Maintain and acquire certifications as required by the company President and Director of Quality Programs for professional, special technical, and safety qualifications.

• Maintain minimum position certifications as required by the company President and Director of Quality Programs, including First Aid/CPR, OSHA 30 Hour, and Corps of Engineers Contractor Quality Control certifications.

• Participate in industry networking functions.

• Participate in and encourage staff to seek out life-long learning opportunities and professional development.

EDUCATION AND EXPERIENCE:

• Must have EM385-1-1

• A bachelor’s degree in construction engineering or a related field. In lieu of a degree 10 to 15 years of experience in the construction industry

• At least 15 years of Quality Control Manager or Related Experience

• A master’s degree in engineering, construction management, or a related field.

• Professional certification, such as Certified Construction Manager (CCM) or Certified Quality Manager (CQM).

• Experience with project management software, such as Procore, Primavera, or Microsoft Project.

• Knowledge and ample experience in business administration.

• Experience in devising and reviewing project plans, documents, and specifications

• Maintain 30-hour OSHA Construction Safety Certification

• Maintain USACE Construction Quality Management for Contractors' Certification

• MS Outlook, Word, Excel, Adobe Acrobat, and RMS

• Actively participate in company-sponsored training and education programs for quality control, safety, and environmental protection, including maintaining continuing education units (CEUs).

• Maintain professional certifications as required by the company.

• Maintain special certifications as required by the company.
