Job Description:
The CPI Quality Lead reports to the CPI and Subsea Package Manager and is accountable for the quality activities related to the CPI (Company Provided Items) Contracts. There is a functional reporting line to the EPCI Quality Manager.
The Quality Lead shall assume Company responsibility for delivery of the required quality activities to support the CPI scope working in conjunction with his counterparts in TFMC, Oceaneering and W Ind, who are currently based in Houston, and other members of the Company Project Team. The job holder is expected to ensure that a robust fit for purpose quality scope is delivered in line with agreed execution plans, Quality plans, technical requirements, and Project HSEQ requirements.

Project Scope:
The CPI package has a budget >900M$ and the contracts were awarded in 2019 to TechnipFMC (Subsea Production System), Oceaneering (Umbilicals and Subsea Distribution System), W-Industries (Onshore Subsea Support Equipment Modules), ATV (offshore and onshore valves) and Cameron (chemical injection metering valves). ATV and Cameron are currently in aftermarket mode. The rest of the scope is in execution with most of the equipment in PSM (Preservation, Storage, Maintenance) mode.
The project main office is located in Paris and the CPI activities are performed in several locations, with main fabrication sites located in the USA (Texas and Florida) and Norway.
There will be a need for the job holder to travel on regular missions to the fabrication sites (Horten - Norway, Ingleside, TX and Panama City, FL).
Activities:
- Assume ultimate responsibility towards CPI Manager for all Quality scope activities to support the execution phase.
- Ensure safe, on time and within budget delivery of all quality scope related elements within the CPI scope of work.
- Monitor and manage all facets of quality activities within the CPI scope of work to ensure that quality requirements are, as a minimum, met or improved upon.
- Lead the Quality Team organization and provide support to the CPY TPIs as needed.
- Ensure appropriate quality processes / ways of working are established and implemented appropriate to the work activities being undertaken.
- Bring to earliest attention of CPI Manager quality issues which present a significant threat to the Project and in addition offer mitigating measures / work plans.
- Represent the Quality Team at both internal and external meetings.
- Provide reporting function towards CPI Manager for quality related activities, including tracking of work progress.
- Review CPI documentation (plans, procedures, risk assessments, reports etc.) and prepare Company project documentation as required.
- Attend, contribute to and lead project meetings.
- Define, monitor and manage work tasks with external consultants and contractors as required.
- Undertake specific ad-hoc tasks to assist CPI Manager as and when required.
- Contribute to lessons learned processes.
Technical:
- Review and comment CPI technical quality documentation.
- Ensure all quality activities are performed in compliance with project contractual and technical requirements and are fit for purpose.
- Liaise with Company HQ subject matter experts to resolve quality issues.
- Provide leadership and support for implementation of the risks process including risk identification, risk assessments, development / implementation of appropriate risk mitigations and update of risk reporting within the Company Project Risk Register.
Interfaces:
- Provide effective leadership in identification and resolution of quality interfaces working in conjunction with other managers / senior discipline engineers and MWS in an efficient and cost-effective manner.
- Ensure implementation of an effective exchange of information between CPI and other project Teams (EPCI, Drilling and Onshore) for planning and implementing work activities to ensure best for project outcomes.
HSSE:
- Ensure that all work activities are performed in compliance with the highest regard to Health, Safety, Security and Environmental requirements.
- Present safety moments and lead group safety discussions, implement site safety tours and promote a positive HSE culture.
Quality:
- Lead / participate in quality assurance program audit activities.
- Provide effective leadership in Quality performance and compliance across CPI scope activities.
- Ensure that all CPI work activities are performed in compliance with a high regard to Quality Assurance and Control.
- Follow up non-conformance reports and ensure resulting corrective actions are implemented.
Context and environment:
The project FID was taken in July 2019, with first fuel gas originally planned in 2023 and first LNG cargo in 2024. Due to the project suspension started in 2021, first cargo date has been postponed.
The subsea field will be developed via 18-off subsea wells (7” Vertical Subsea Xmas Trees), 7-off 4 slot production manifolds with associated foundations, one MEG manifold, 36-off 8” flexible jumpers, 3 off 22” trunk lines (approximately 120km total length), 1-off 6” and 1-off 8” MEG lines (approximately 40km length each), 18-off 10” in-field flowlines (825 Alloy clad), 4” in-field MEG lines, associated ILTs and FLETs for all pipelines and flowlines, 25-off Subsea Control Modules for X-mas Trees and manifolds, 4-off Subsea Routers Modules, 4-off onshore umbilical’s (around 16km total length, 2-off main tie-back umbilical’s (approximately 75km total length), 5-off in-field umbilical’s (approximately 31km total length), 12-off UTA assemblies + electro hydraulic flying leads, rigid jumpers and spools (16” and 22”).
Controls, MEG/MeOH and Chemical injection will be provided via two 600 t Onshore Subsea Support Equipment Modules (OSSEM). In terms of CAPEX, MzLNG is one of the most important projects operated by TotalEnergies and is currently the biggest private investment in Africa.
Accountabilities:
- Responsible of quality scope delivery and coordination of the Quality Team during the project execution phase, including PSM and Delivery.
- Safe and on time delivery of the quality scope of work within the CPI Contracts whilst ensuring a high level of quality consistent with a project design life of 20 years.
- Ensure compliance with Company quality requirements within all work activities.
Qualifications/Experience required:
- Minimum of 10 years’ experience in quality assurance and quality control within large scale Oil & Gas contracts.
- Minimum of 10 years relevant track record with quality assurance and quality control activities related to engineering and fabrication of SPS equipment, subsea umbilical’s, controls and topside injection modules (MEG/MeOH/Chemical pumps, HPUs, Valve skids, etc.).
- Ability to get along well with others in an international / multi-cultural environment and take a pragmatic approach to problem solving situations.
- Ability to multi-task and work as part of small and flexible team.
- Desire to take responsibility for own area of work and to hold self-accountable to deliver in accordance with responsibilities.
- Ability to manage interfaces between multiple contractors.
- Ability to develop good working relationships with contractors and contractor personnel and progress collaborative problem solving.
- Fluency in the English .
- Fluid communicator capable to represent the project in front of third parties and other stakeholders in a professional and organized manner.
- Tertiary qualification or equivalent is required with materials or metallurgy specialism .
